AI Contract Overview
The Holm Center is seeking information on e-testing software to modernize assessment capabilities at the Officer Training School, where over 5,000 annual assessments must be administered through both paper-based and digital formats to accommodate inconsistent internet connectivity on campus. The solution must seamlessly interface with legacy ParTest and ParScore systems to preserve historical test item statistics and student data, while supporting dual-mode functionality that ensures uninterrupted testing during outages. The software must be platform-agnostic, compatible with Windows 11 and Apple devices, operate across major web browsers, and include browser lockdown features to maintain exam integrity. It must also provide customizable performance analytics across squadron, flight, and class levels, enforce role-based access controls, meet WCAG 2.0 AA accessibility standards, and support multi-format exports such as CSV and PDF. All software must be brand new, not refurbished, and include original manufacturer warranties, comprehensive user documentation, and unlimited US-based technical support with training for administrators and instructors. A 30-day sandbox environment is required for validation of system compatibility prior to acceptance. The acquisition is currently in the pre-solicitation phase as a Request for Information under solicitation number RFI1818722, with no contract anticipated to result from this inquiry. Responses are due by June 29, 2026, and must be sent via email to the designated contracting office at Maxwell Air Force Base, Alabama. The government is gathering market data to inform a future solicitation, and no formal evaluation factors, contract clauses, pricing, or award basis have been established. Deliverables are to be performed at Building 1487, Room C106, Maxwell AFB, with acceptance tied to compliance with technical specifications including hardware integration with the iNSIGHT ES4 scanner and the use of 24-lb Scantron paper for paper-based testing. The NAICS code for this effort is 541519, and the contracting office falls under the Department of Defense’s FA3300 agency. No military packaging or marking standards apply, and the procurement is intended for commercial off-the-shelf solutions without any set-aside provisions.

Full Description
The Holm Center is responsible for commissioning 80 percent of USAF officers. We need to be able to validate learning outcomes in both paper-based and online testing. Paper-based is required when internet connectivity is poor/down on the OTS campus, whereas online assessments can be utilized when internet connectivity is functional. This system must interface with existing test bank architecture (ParTest and ParScore) to maintain test item statistics for our existing test banks, and to retain our historical assessment data. Please be aware that this is just a Request for Information and no contract will result of this inquiry.
