In FY26, GSA has a requirement for procuring competitive electricsupply contracts in three different Retail Choice markets(Midcontinent Independent System Operator (MISO), New York Independent System Operator (NYISO), and PJM Interconnection(PJM)) serving 43 federal customers, including GSA. Within the Retail Choice utility markets the electric distribution utilityremains the same and ultimately delivers electric supply to customer buildings. In the Retail Choice markets, GSA has anestablished reverse auction process that allows electric supply suppliers to propose and for the government to secure competitivepricing for the utility energy supply charges.
