AI Contract Overview
The contract involves maintenance dredging of approximately 2.25 million cubic yards from the deep-draft federal navigation channels serving the Port of Baltimore, with work scheduled to occur between November 2026 and March 2027. All dredging will be conducted to a depth of 50 feet mean lower low water, with an allowance for an additional one to two feet of over depth. About 1.54 million cubic yards will be removed from the Maryland approach channels—including Craighill Entrance, Craighill Angle, Cutoff Angle, and Upper Range Channels—and transported to the Paul S. Sarbanes Ecosystems Restoration Project at Poplar Island. The remaining 700,000 cubic yards will be dredged from the Baltimore Harbor Channels, specifically the Brewerton Angle and Curtis Bay Channels, and placed at the Cox Creek Dredged Material Containment Facility. The estimated cost of the project ranges between $25 million and $100 million, with operations taking place in heavily trafficked commercial waterways critical to port activity. The operation will require a fleet including two clamshell dredges with capacities of 30 cubic yards or more, one hydraulic unloader between 24 and 30 inches in diameter, six to eight large tugs, and six to eight material scows ranging from 2,500 to 6,000 cubic yards in capacity, along with a drag bar, barge, and associated pipelines. Dredged material will be transported by clamshell and scow and deposited within a 120-calendar-day performance window following the Notice-to-Proceed. The solicitation is numbered W912DR26BA004 under NAICS code 237990, is managed by the U.S. Army Corps of Engineers through its Baltimore office, and will be released on or about July 10, 2026, with proposals due by 8:00 p.m. Eastern Time on the same day. Primary and secondary points of contact are provided for inquiries, and the performance location is in the waters of Chesapeake Bay near Baltimore, Maryland.
