FY27 3/4" Aggregate Material

The Ada County Highway District (ACHD) is soliciting bids for the supply of 3/4-inch minus crushed aggregate base course material under solicitation MO27-02, with a proposed performance period commencing immediately upon contract execution and concluding on September 30, 2027. The contract requires the vendor to produce, test, stockpile, and deliver approximately 10,000 tons of aggregate meeting strict specifications outlined in Idaho Transportation Department Section 703 and ACHD supplemental standards, including gradation requirements of 90–100% passing a 3/4-inch sieve, 3–9% passing the No. 200 sieve, and at least 75% fractured faces on material retained over the No. 4 sieve. All material must be clean, free of deleterious substances, and tested in accordance with AASHTO standards including T 180, T 310, T 27, and T 191, with final acceptance determined solely by ACHD’s Quality Assurance testing at the Schmidt Pit stockpile site in Kuna, Idaho. The solicitation follows a Lowest Price Technically Acceptable (LPTA) award methodology, where compliance with technical requirements is mandatory and the lowest responsive bid wins, with no trade-offs permitted between cost and performance. Contractual obligations include the vendor furnishing a supply bond equal to 100% of the contract value and a certificate of insurance within 20 days of agreement execution, covering comprehensive general liability, motor vehicle, and workers’ compensation as required by state law. All deliveries are F.O.B. Boise, meaning the vendor assumes all costs and risks until material reaches ACHD’s facility in Boise, Idaho. The contractor must maintain detailed production records, including certified scale tickets, and acknowledge all orders within 24 hours. Non-compliant material will be rejected without payment, and if contaminated material is mixed with acceptable stock, the entire day’s production may be rejected. Liquidated damages of $500 per day apply for failure to meet specifications, and the vendor must be duly registered as a foreign entity in Idaho if not incorporated there.
