The District of Columbia Department of Transportation is seeking to update its Innovative Technology Deployment Program Plan, formerly known as the Commercial Vehicle Information Systems and Networks Program Plan. Because the previous plan was approved by the Federal Motor Carrier Safety Administration in 2012, it no longer meets the current federal requirement for updates every five years. This project is essential for ensuring the District remains compliant with FMCSA standards and maintains eligibility for future federal grants. Classified under NAICS code 541611, this forecast indicates a strategic effort to modernize technology deployment planning for commercial vehicle systems within the District of Columbia.

Full Description

DC's interagency Commercial Vehicle Information Systems and Networks (CVISN) Program Plan was last approved by the Federal Motor Carrier Safety Administration (FMCSA) in 2012. Renamed the Innovative Technology Deployment (ITD) Program; FMCSA now requires Plans to be updated every five years. This project will update DDOT's existing plan to meet FMCSA requirements and make DDOT eligible for FMCSA grants in the future.

Cost Recovery and Containment Study
Solicitation # 2026-020
Solicitation 2026-020 is issued by the Air District, a California-based agency responsible for air quality regulation across nine Bay Area counties. The agency is seeking a contractor to conduct a Cost Recovery and Containment Study. The primary objective of this engagement is to produce a comprehensive narrative report featuring cost containment and revenue enhancement strategies, operational recommendations, and an executive summary. Additionally, the contractor must develop a public guide detailing the annual process for calculating cost recovery fee percentages and projected budget revenue, and provide up to three presentations of the results to stakeholders. The selection process is based on a points-weighted evaluation focusing on expertise (35%), skill and past experience with government agencies (30%), and a preference for local businesses headquartered within the district's nine-county jurisdiction (2%). In the event of a tie in scoring, the lower cost offer will be selected. Proposers must submit their bids electronically via the portal by December 2, 2026, at 4:00 pm Pacific Time.
