FY27- OSSE -DEL-Blanket Purchase Agreement - Seeking Additional Request for Qualification - DC Early Intervention Program - Direct Care Services (CBE and Open Market)

1.1 The DC Early Intervention Program (DC EIP), Office of the State Superintendent of Education (OSSE) seeks multiple providers to provide speech-language pathology and/or physical therapy service for the early intervention population in accordance with an approved Individualized Family Service Plan (IFSP) as described in 34 C.F.R. Part 303. The target population for this program area shall be infants and toddlers birth through two (2) years of age who are residents of the District of Columbia and meet the District of Columbia definition of developmental delay (diagnosed physical or mental condition that has a high probability of resulting in developmental delay or 25% delay in one or more developmental areas) and their families. Families may select to continue with an Individualized Family Service Plan (IFSP) until 4 years old or the next school year if the child qualities for Part B services. The Strong Start DC Early Intervention Program must solicit vendors under a blanket purchase agreement for services identical to those provided under the direct service human care agreement. Due to nation-wide shortage of speech-language pathologists, and physical therapists. The current set of HCA-contracted vendors has had difficulty backfilling vacancies and expanding their capacity to take on direct service new cases. The increase in vacancies has jeopardized the early intervention program’s ability to meet federally mandated timelines for service delivery. Without this solicitation to supplement the existing HCA, the early intervention program risks non-compliance with federal targets and a downgrade in our federal performance rating.
