FY27- OSSE - DEL Request for Qualifications Blanket Purchase Agreement - Early Intervention Vision and-or Hearing Services - (CBE and Open Market)

The District of Columbia Office of the State Superintendent of Education, Division of Early Learning, is soliciting qualifications for a Fiscal Year 2027 Blanket Purchase Agreement to provide vision and hearing therapeutic early intervention services. Mandated by Part C of the Individuals with Disabilities Act 2011, these services support infants and toddlers from birth through two years of age who are residents of the District of Columbia and meet eligibility criteria based on diagnosed conditions or developmental delays. The program emphasizes a multidisciplinary, interagency approach and requires the use of bilingual interventionists or interpreters to ensure accessibility for families with limited English proficiency. The agreement includes a detailed price schedule with fixed unit rates for various services, including audiology, speech-language therapy, developmental therapy, and assistive technology.
