FY27_Resilience Comp Training

The Department of Family and Protective Services (DFPS) for the State of Texas is soliciting an Invitation for Bid (IFB) for the FY27 Resilience Comp Training. The selected contractor will provide a science-based learning system consisting of sequential, stand-alone computer-based training modules designed to build resilience skills and sustainable behavior changes for employees, managers, and teams operating in high-stress environments. Key deliverables include a live virtual train-the-trainer session, self-paced modules with video and written study materials, and the delivery of project source files and guides fully operational within the DFPS Learning Station (LMS). All materials must conform to WCAG 2.0 Level AA accessibility standards and be based on published research or academically recognized science. The contract is a firm-fixed-price agreement ending on August 31, 2027, with no renewal options. To qualify, bidders and their assigned personnel must possess at least five years of relevant experience, and the contractor must demonstrate recognized expertise in translating neuroscience and behavioral science into practical tools for public sector employees. Award decisions will be based on the highest-ranked respondent, with significant weight placed on cost-effectiveness, experience, and the contractor's capabilities regarding supervision and staffing. Bidders must provide three verifiable references from the last three years and submit both an original proposal and a redacted Public Information Act copy.
