FY27 Traffic Paint Material

The Ada County Highway District (ACHD) is soliciting bids under solicitation number TO27-04 for the procurement of high-build waterborne white and yellow traffic striping paint for the FY27 period, with a performance term ending September 30, 2027. Bids must be submitted electronically via the ACHD eProcurement portal by September 30, 2026, and must include a completed vendor questionnaire, signed DocuSign forms, and Safety Data Sheets. To be considered responsive, bidders must also deliver four one-quart samples of each color to the ACHD Traffic Operations Center in Boise, Idaho, prior to the bid opening date. The contract specifies strict technical requirements, including the use of Rohm and Hass Rhoplex Fastrack 3427 acrylic emulsion or an approved equal, and compliance with ASTM D476 Type II for white paint and Pigment Yellow C.I. #65 and/or #75 for yellow paint. Materials must be delivered to the West Franklin Road facility in Boise between 7:00 a.m. and 1:00 p.m. MST, Monday through Thursday, using 275-gallon IBC tubular style cage totes. The vendor is responsible for all shipping costs and the removal of depleted containers within 30 calendar days of contact. Awardees must provide supply material payment performance bonds equal to 100 percent of the contract value and maintain comprehensive general liability and motor vehicle insurance with minimum limits of 100,000 dollars per claim and 500,000 dollars aggregate. Additionally, vendors must certify compliance with the Idaho Anti-Boycott Against Israel Act and provide TCLP toxic metal certification ensuring the dry film is not classified as hazardous waste. Payment terms are net 30 days following the submission of invoices to the designated ACHD email address.
