FY27 - Workforce Development

Wicomico County is soliciting proposals for the FY27 Workforce Development project, identified by solicitation number 2027-RFP-009. The primary objective of this contract is to provide comprehensive career planning support to opportunity youth between the ages of 14 and 24 within Wicomico County, Maryland. The project is scheduled for a performance period spanning July 1, 2026, through June 30, 2027, with an estimated total funding ceiling of $60,000. Qualified vendors must have a physical office located in Wicomico County to perform the services. Proposals must be submitted electronically via the county's e-Procurement Portal no later than September 2, 2026, at 2:30 PM. The selection process utilizes a best-value trade-off methodology rather than a lowest-price approach. Evaluation is based on three weighted categories: Program Design (50%), Infrastructure (25%), and Performance (25%). Program design is heavily scrutinized for its ability to meet programmatic requirements, support race equity, address adverse childhood experiences, and utilize evidence-based service models. Successful vendors must demonstrate robust internal controls, a realistic sustainability plan, and the ability to meet specific performance metrics related to participant volume, training, and employment outcomes. Contractors are held to rigorous administrative and legal standards, including mandatory insurance coverage for commercial general liability, professional liability, automobile, and workers' compensation. All intellectual property and deliverables produced during the contract become the exclusive property of Wicomico County. Vendors are required to maintain fiscal and performance records for at least three years following the conclusion of the contract or any audits. Additionally, the contract mandates strict adherence to nondiscrimination policies, indemnification obligations, and Maryland state business laws, including the provision of a Certificate of Good Standing.
