The National Institutes of Health Clinical Center, specifically the Center for Cellular Engineering, is seeking to acquire five cases of G-Rex500M-CS bioreactors and associated freight. The current contract, valued at 38,378.20 dollars, is held by Wilson Wolf Manufacturing, LLC under a firm fixed price arrangement. This requirement is categorized under NAICS code 339113 for Surgical Appliance and Supplies Manufacturing and is expected to reach a potential end date on September 18, 2026. The procurement is currently positioned as a sole source award because these specific bioreactors are validated and approved by the CCE Quality Assurance Department for FDA-regulated manufacturing processes in cell-based therapies. Substituting the manufacturer would risk delaying manufacturing schedules and impacting patient care due to the need for extensive re-validation. While the government intends to proceed with Wilson Wolf Manufacturing, interested sources may submit capability statements by August 7, 2026, to demonstrate their ability to provide an equivalent product without requiring additional validation.

Title: G-Rex500M Bioreactors

NAICS Code: 339113 – Surgical Appliance and Supplies Manufacturing

PSC Code: 6530 – Hospital Furniture, Equipment, Utensils, and Supplies

Authority: FAR 13.106-1(b)(1), Only One Source Reasonably Available (Simplified Acquisition Threshold)

Description

The National Institutes of Health (NIH), Clinical Center, Center for Cellular Engineering (CCE) intends to award a sole source purchase order to Wilson Wolf Manufacturing for the acquisition of five (5) cases of G‑Rex500M-CS (2-pack box) bioreactors and associated freight.

Justification

CCE uses G‑Rex500M bioreactors in validated FDA-regulated manufacturing processes for cell-based therapies supporting NIH clinical trials. These bioreactors have been validated and approved by the CCE Quality Assurance Department. Substituting another manufacturer's product would require extensive qualification and validation testing, increase costs, delay manufacturing schedules, and could adversely impact the timely treatment of critically ill patients. Wilson Wolf Manufacturing is the only known source capable of providing the validated G‑Rex500M bioreactors that meet the Government's requirements.

Interested Sources

This is not a request for competitive quotations. However, any responsible source that believes it can provide an equivalent product meeting all of the Government's technical and quality requirements may submit a capability statement with supporting documentation demonstrating its ability to satisfy the requirement without additional validation or interruption to patient care.

Capability statements should include:

Legal business name, address, Unique Entity ID, CAGE code, and point-of-contact information.

Clinical Research Support and Collaboration for NHGRI Protocols
Solicitation # 75N98026R00034
The National Institutes of Health Office of Acquisitions and Logistics Management, on behalf of the National Human Genome Research Institute, is soliciting proposals for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide comprehensive clinical research support and collaboration services. This small business set-aside acquisition focuses on four primary task areas: protocol monitoring and data management, regulatory support for IND and IDE submissions, Data Safety and Monitoring Board (DSMB) support, and statistical expertise. The contractor must provide qualified personnel experienced in clinical trial design and regulatory requirements, with specific expertise in rare diseases, genetic conditions, gene therapy using AAV9 vectors, and both pediatric and adult populations. The contract features a three-year ordering period beginning January 1, 2027, with performance primarily occurring at the contractor's site and some travel to the NIH campus in Bethesda, Maryland. Award will be made on a competitive best value basis using a tradeoff approach, where non-price factors—including personnel, technical and management approach, offeror experience, and past performance—are significantly more important than cost. Task orders will be issued as either firm fixed-price or time and materials. The contract includes stringent requirements for cybersecurity, the handling of Controlled Unclassified Information, and compliance with Section 508 accessibility standards for all electronic deliverables. Proposals are due by November 13, 2026, and must be submitted via the NIH electronic Contract Proposal Submission website in separate technical and business volumes.
