The City of Eureka is proposing a bicycle boulevard project to create a designated low-volume, low-speed, bicycle-priority route by connecting Henderson Center and Downtown Eureka. G Street (between 5th and Harris Streets) is currently a single lane, two-way local street with relatively low volumes of vehicular traffic. At all locations, improvements will include replacing striping, adding truncated domes along primary pedestrian paths, and raising valves, manholes, and survey monuments to grade where grinding, paving, or overlaying occurs. Additional improvements, as needed, may include removing and replacing failed asphalt sections, overlaying with new asphalt pavement, replacing traffic detector loops, and installing thermoplastic markings, truncated domes, new curb and sidewalk, and curb ramps in select locations. Excavation for new curb and sidewalk will be one foot deep or less in previously disturbed areas. Removal and installation of curb, sidewalk, and/or curb ramps will require excavation utilizing a compressor with jackhammer and backhoe. Grinding and paving, and overlaying roadways will require asphalt grinders, asphalt pavers, rollers, sweepers, tack trucks, tractor loaders, water trucks, and miscellaneous hand tools. Installation of thermoplastic markings will require manual, push cart or truck mounted thermoplastic and painting equipment. Erosion Reference: CCR, Title 14, (CEQA Guidelines) Section 15062CEQA Notice of Exemption G Street Bicycle Boulevard control will be implemented per an Erosion Control Plan developed by the contractor and approved by the City. Cleanup of the construction site at the end of each workday will be required so that the site is maintained in an orderly fashion and public safety is ensured. Traffic control will be employed to provide access through and/or around the construction area when necessary, but will vary at each location depending on typical roadway traffic and the work to be accomplished. In areas such as G Street and 6th Street, a temporary lane shift or short-term detours will occur to facilitate continued traffic flow when work is being conducted in the travelled way. On lower-volume streets, paving or overlaying may result in short-term roadway closure and detours during the workday. On-street parking zones will also be closed in some areas to allow work to occur; affected residents and businesses will be notified at least 48 hours in advance. Construction activities will occur during daytime hours, Monday through Friday. Public service announcements will advise the public of the planned construction, minor traffic delays are expected. Construction is planned to begin in spring 2026 and conclude by fall 2026, thereby avoiding the rainy season and, because no tree removal is proposed, avoiding impacts to nesting birds.
