This solicitation is a Sources Sought notice issued by the Department of Defense for a Base Year plus four Option Years Blanket Purchase Agreement (BPA) to provide semi-annual preventative maintenance and inspection services on cafeteria equipment and appliances located in Root Hall Café at the U.S. Army War College in Carlisle Barracks, Pennsylvania. The scope includes visual inspections, cleaning and sanitizing components such as condensers, evaporators, and ice machines, calibration of ovens, adjustment of pilots, electrical checks, and minor on-site repairs. For more extensive repairs requiring additional parts or labor, contractors must submit a formal quote for approval prior to performing the work. The work is intended to extend the useful life of critical kitchen equipment used to serve meals to students, faculty, staff, guests, and VIPs of the USAWC, supporting both daily operations and special events. Key contract terms specify contractor responsibilities including provision of trained personnel, equipment, and supplies to complete the work in compliance with all applicable federal, state, local, and OSHA regulations. Contractor personnel must obtain visitor passes for access, and work hours are limited to weekdays from 8:00 AM to 3:00 PM EST, excluding federal holidays. The BPA structure will allow multiple awards with call orders issued for specific tasks as needed. Submissions must include capability statements, past performance documentation, and proof of certifications. The contract incorporates a nonpersonal services clause, requiring contractor autonomy over labor management while the government inspects and accepts work through a designated Contracting Officer’s Representative. No formal pricing or contract line item data are provided at this stage, and awards are expected to be made on a Lowest Price Technically Acceptable basis. The solicitation underscores the importance of quality workmanship, safety compliance, and clear communication through designated site managers authorized to represent the contractor throughout the contract period.
