Confined Space Rescue Training
Solicitation # N66604-26-Q-0342
The contract seeks a small business to provide confined space and rope rescue training services to the Naval Station Newport Fire Department under a firm-fixed-price purchase order, with a period of performance extending from the date of award through September 30, 2026. The requirement is a total small business set-aside under NAICS code 611430 with a $15 million size standard, and it is a new procurement with no incumbent. The contractor must deliver 32 hours of rope rescue training and 48 hours of confined space search and rescue training, both aligned with NFPA 1006 and NFPA 2500 current editions, at the technician level. Training must be conducted for up to sixteen students per class at the Newport, Rhode Island location, with the government providing the classroom and practical exercise space while the contractor furnishes all instructors, digital training materials, and equipment. The contractor is responsible for arranging ProBoard certification for confined space rescue through a third-party accredited agency; the training provider itself does not need to be ProBoard accredited. Re-testing is not included in the firm-fixed price, and the rope and confined space courses may be delivered consecutively. Instructors must possess documented technician-level certifications and operational experience in fields such as fire and EMS, HazMat/WMD, rope access, law enforcement, and bomb technician functions, with collective team qualifications acceptable if each instructor covers the areas they teach. The solicitation requires active SAM registration, a valid UEI and CAGE code, and submission of instructor resumes and certifications. Pricing, past performance, and instructor qualifications serve as pass/fail gates under a lowest price, technically acceptable evaluation approach. The government has confirmed no controlled unclassified information will be involved, eliminating the need for NIST SP 800-171 compliance or security clearances, and the DD254 reference has been removed from the statement of work. Invoicing may occur per completed CLIN via WAWF. The response deadline was extended to July 29, 2026, and the solicitation remains open for submissions under the revised terms.

Solicitation # 5000091914
The Canadian Nuclear Safety Commission is seeking leadership and personal development training services through a Standing Offer solicitation to support its executives and aspiring leaders at the Director level and above. The solicitation is structured into two streams: Stream 1 provides leadership and personal development courses without embedded psychometric or personality assessments, while Stream 2 includes courses where such assessments are integral to the curriculum and aligned with the course content. Stand-alone assessments are explicitly excluded. All course materials must be delivered in English, French, or bilingual formats, and contractors must maintain a public-facing website detailing course offerings, durations, locations, delivery modes, and a published price list per participant. Training facilities for in-person sessions must meet Health Regulations for cleanliness and accessibility. The contract requires strict adherence to security protocols: contractors and personnel under Stream 1 are prohibited from accessing PROTECTED or CLASSIFIED information and cannot have unescorted access to CNSC facilities; Stream 2 requires a minimum corporate security clearance of DOS and individual Reliability status, with compliance mandated under the Contract Security Manual and applicable Security Requirements Check Lists. Payment is governed by a Firm Lot Price and Firm Unit Price structure, with all pricing published and subject to discounts; contractors must refund any overpayments relative to the Standing Offer’s published rates. Invoices must include detailed expenditure breakdowns, contract and tax registration numbers, delivery information, and must be clearly marked as final if applicable. Payments are made via direct deposit within 30 days of receiving a conforming invoice, with interest applied at the Average Rate plus 3 percent per year for late payments. All work performed becomes the property of Canada upon acceptance, and contractors remain responsible for any defects even after inspection. Contractors must maintain accurate records for all deliverables, including attendance and assessment reports, and allow full access to government representatives for inspections, testing, and record review for up to three years post-contract. Offerors must comply with the Government of Canada’s Code of Conduct for Procurement, the Ineligibility and Suspension Policy, and Employment Equity requirements, with continuous adherence to all certifications as a condition of contract performance. Proposals must be submitted electronically in three separated sections—Technical, Financial, and Administrative—by the deadline of August 13, 2026, and failure to meet any mandatory technical requirement will result in non-compliance. The solicitation is restricted to Canadian suppliers and eligible trading partners under the Reciprocal Procurement Policy, and all subcontracting requires adherence to contract terms and prior approval for work involving security requirements.

Media Literacy and Capacity Building Workshop Series
Solicitation # PAS-JAKARTA-FY26-11
The program aims to strengthen the capacity of Indonesian journalists to produce accurate, in-depth reporting on democratic governance, transnational security, economic development, and emerging technologies by providing advanced training in media literacy, fact-checking, digital verification, data journalism, and critical information evaluation. Targeting at least 500 journalists and newsroom leaders across print, broadcast, and digital media, as well as regional workshops reaching an additional 320 professionals, the initiative seeks to build a sustainable network of skilled reporters capable of identifying and countering manipulated content—such as deepfakes and coordinated inauthentic behavior—while strictly avoiding the misclassification of political dissent or policy differences as misinformation. The U.S.-Indonesia Journalism Excellence Academy and regional training events will be conducted in key media hubs including Jakarta, Bali, Kalimantan, and Sulawesi, with all activities designed to increase participants’ understanding of U.S. foreign policy and Indo-Pacific geopolitics to enhance reporting on issues critical to Indonesia’s national and regional interests. The project requires the award recipient to fully manage program implementation including training content development, venue logistics, participant recruitment, and communications strategy, all in close coordination with the U.S. Embassy Jakarta, which retains authority to review and approve all aspects of design, execution, and messaging. The embassy will ensure compliance with strict verification standards that rely solely on objectively demonstrable evidence and recognized methodologies for detecting digital manipulation, explicitly prohibiting the labeling of political viewpoints as disinformation. Success is measured by documented skill improvements among at least 70 percent of trained journalists, increased confidence in applying new tools within three months, and at least half of the academy participants committing to mentorship or follow-up training within six months. The program is funded under solicitation PAS-JAKARTA-FY26-11 and reflects a strategic U.S. investment in democratic resilience, freedom of expression, and information integrity in Indonesia’s rapidly evolving media landscape.
