NASA Glenn Research Center requires natural gas transportation services for its Armstrong Test Facility in Sandusky, Ohio. Columbia Gas of Ohio, Inc. is the current incumbent on contract 80GRC022CA010, valued at $375,000, with the potential contract end date in May 2027. The government will pay Columbia Gas for transporting natural gas from the city gate to the test facility under a firm fixed-price arrangement. The service is not open for competition at this time, with the contract expected to be issued as a sole source under FAR 6.302-1, citing only one responsible source capable of fulfilling the agency's needs. NASA is allowing interested parties to submit their qualifications by March 22, 2022, but any decision to compete the contract rests with the government’s discretion. The procurement is classified as a likely recompete opportunity with medium confidence (50%). The acquisition does not involve the procurement of a commercial item, and NASA has designated an ombudsman to oversee the process. Contact points for inquiries are Jeremiah O’Callahan and Jamahel Fayall at NASA Glenn Research Center. The contract supports the agency’s continued operations and testing capabilities at the Armstrong Test Facility through guaranteed access to reliable natural gas transport services.
