DRAFT REQUEST FOR PROPOSALS (RFP) - Aerospace Power Systems Laboratory (APSL) Facility

NASA Glenn Research Center is preparing to issue a full and open solicitation for the design and construction of a new 34,000-square-foot Aerospace Power Systems Laboratory, to be delivered through a two-phase design-build method. The facility will serve as a permanent, code-compliant laboratory supporting the testing and development of advanced aerospace power systems, featuring an open high bay, configurable lab spaces, and associated administrative and collaborative areas, along with essential site work including utilities and pavement. The contractor will be responsible for delivering a fully operational facility with warranty, with completion required within approximately 1,004 calendar days after notice to proceed. The solicitation will be released in two phases: Phase 1, an initial 10 percent design, which may be awarded to multiple offerors, followed by a single Phase 2 award for final design and construction. The North American Industry Classification System code is 236220 with a size standard of $45 million, and all responsible sources are invited to participate. Proposals must be submitted through Sam.gov, and technical and contractual inquiries must be sent via email to the designated contracting officers by June 26, 2026, no later than 1:00 p.m. EST. The RFP for Phase 1 is anticipated on or about July 8, 2026, with offers due by August 10, 2026, and the acquisition is subject to NASA’s Ombudsman clause for dispute resolution.
