AI Contract Overview
This solicitation, identified as SPRDL1-26-Q-0020 and issued by the Defense Logistics Agency (DLA) Land Warren office, pertains to the procurement of 11 units of a firm-fixed price gear assembly, speed (NSN 3010-01-649-6327, P/N VH5202B) sourced solely from MPC Products Corp (CAGE 19710). The contract demands strict compliance with military packaging, marking, and preservation standards, specifically MIL-STD-2073-1 for packaging at Military Preservation Level B and MIL-STD-129 for marking, including barcoding, material status labels, and passive RFID tagging as mandated. The gear assemblies are to be delivered FOB destination to DLA distribution points, with initial inspection and acceptance occurring at the contractor’s facility (origin). The solicitation originally featured a 100% Small Business Set-Aside, but amendments removed this set-aside and extended the closing date to May 20, 2026, 3:00 PM EST. The solicitation incorporates numerous mandatory Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS) clauses covering contract terms, cybersecurity and supply chain security requirements, Buy American and trade agreements compliance, and prohibitions on certain foreign purchases and technologies (e.g., ByteDance applications). The contract includes a provision for a reverse auction pricing technique post-solicitation closure, requiring contractor registration and training to participate. The contractor is responsible for ensuring compliance with hazardous materials handling regulations and packaging performance testing per ASTM D 4169. Additionally, traceability documentation must be provided within three business days upon request and retained for ten years. Invoicing is carried out electronically via Wide Area WorkFlow (WAWF). Although evaluation factors beyond price may apply, the solicitation does not specify these criteria or include pricing data, indicating a pre-award solicitation phase. The procurement emphasizes source control to MPC Products Corp, adherence to technical data package requirements, and mandates government-conducted inspection and acceptance at the origin prior to shipment.
