AI Contract Overview
The solicitation SPRDL1-26-Q-0020 seeks a Firm-Fixed Price contract for 11 units of the GEAR ASSEMBLY, SPEED (NSN 3010-01-649-6327, P/N VH5202B), with delivery required within 480 days after contract award. The item is sourced exclusively from MPC PRODUCTS CORP (CAGE 19710), making this a sole-source procurement due to technical specifications controlled by a Technical Data Package (TDP) that only this manufacturer can provide. The TDP is accessible solely through the U.S./Canada Joint Certification Program, and only the designated Data Custodian may download it. The procurement has been amended to remove the prior Small Business Set-Aside, and the closing date is now extended to June 5, 2026, at 3:00 PM EST. A reverse auction may be conducted after the solicitation closes to establish final pricing, requiring participating contractors to be registered in the DLA Procurex system and to have completed mandatory online training. All units must be packaged in accordance with Military Standard B (MIL-STD-2073-1), passing ASTM D4169 Distribution Cycle 18, Assurance Level II, Acceptance Criterion 3, and must be marked per MIL-STD-129 including barcoding and MSL labels. No packaging may reveal the nature of the materiel, and Unique Item Identification (UID) labeling is required. Inspection and acceptance occur at the origin, with the contractor required to coordinate directly with DCMA prior to shipment; failure to do so results in rejection and return at the contractor’s expense. The contract incorporates multiple FAR and DFARS clauses by reference, including those for subcontracting commercial items, safety issue notifications, sources of electronic parts, transportation by sea, and contract terms for commercial products. The contractor must use WAWF for electronic invoicing, maintain active SAM registration with a designated point of contact, and comply with requirements for supply chain traceability, including full documentation of intermediaries from manufacturer to government acceptance. Proposals must be submitted via email with a specific subject line format, include a cost/pricing Excel file, and confirm compliance with all material and responsibility criteria under FAR 9.104, with non-compliance resulting in non-responsibility determination.
