The contract was intended for the procurement of 48 units of bevel gears, part number 9-48743, manufactured by the Boeing Company, the sole approved source and original equipment manufacturer. This was a firm fixed-price contract with a definite quantity, specifying delivery within 177 days after receipt of order to a stock location in Richmond, Virginia. The contract required higher level quality assurance, with inspection and acceptance to be performed at the destination, while freight terms were FOB at origin. Due to the presence of a Basic Ordering Agreement, a letter request for proposal was planned, with an issue date of May 31, 2016, and a closing date of June 15, 2016. The acquisition was unrestricted but not fully open to competition, given Boeing's status as the sole source, and government specifications or drawings were not available. However, this procurement requirement was cancelled on June 23, 2016, before the solicitation process could be completed. The associated NAICS code for the contract was 336411, aligning with aircraft manufacturing. The points of contact included Charnita E. Grandison and Contract Officer Cynthia J. Sumner, reachable through the Defense Logistics Agency. The place of performance was Richmond, VA, and all relevant administrative details and communications were managed through the established channels within the Department of Defense acquisition system.
