Gemalto Pproducts for enhanced security in support of the U.S.Department' of State's PKI program

JUSTIFICATION ANDAPPROVAL (J&A) FOR OTHER THAN FULL AND OPEN COMPETITION 1. The Office of Acquisition Management is conducting this acquisition for Gemalto cards and support on behalf of IRM/OPS/ITI/SI. The estimated cost is $82,110.00 2. Nature and/or description of the action being approved Gemalto products for enhanced security in support of the Department's PKI program. 3. A description of the supplies or services required to meet the Department's needs. The Department has an immediate need to combat the persistent and continuing attack against its network. This software will provide the additional log-on security requirements for local systems administrators as mandated by HSPD-12. The PKI program will use the Gemalto products and support as and additional security component that will assist with validation of log on credentials. 4. An identification of the statutory authority permitting other than full and open competition. 41 USC 253(g) and FAR 13.106-1(b)(1)(i), Only One Responsible Source 5. A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited. Gemalto will only provide support for products purchased from Gemalto and authorized resellers. Maintenance of this product is required to ensure that any problems with the equipment will be rectified immediately by Gemalto. Installation of a different hardware security module may have the following issues: 1. Non-compliance with DoS approved desktop software configuration, voiding other warranties associated with the equipment and software. 2. Interoperability cannot be guaranteed. 3. Support for functional enhancements made to the system, as part of the PKI or future modifications cannot be guaranteed to be supported.
