General Contractor for Construction Services for the High Performance Green Building Follow-On Project at the Federico Degetau Federal Office Building, Hato Rey, Puerto Rico

The General Services Administration (GSA), Public Buildings Service (PBS) Northeast and Caribbean Region, plans to issue a Request for Proposal for a qualified General Contractor to complete construction services for the follow-on phase of the High Performance Green Building modernization project at the Federico Degetau Federal Office Building in Hato Rey, Puerto Rico. This contract will be set aside entirely for small business concerns under FAR Subpart 19.5, with the applicable NAICS code 236220 for Commercial and Institutional Building Construction. The project focuses on finishing the modernization efforts initiated under the American Recovery and Reinvestment Act (ARRA) of 2009, specifically targeting the remaining upper floors (4-7) of the building. The work includes completing upgrades to environmental systems, lighting, HVAC, mechanical and electrical systems, fire protection, and asbestos abatement to improve energy efficiency and occupant health and comfort. The follow-on contract will be a firm fixed price arrangement with an estimated construction cost between $15 million and $25 million and an expected performance period of 570 to 775 days. The solicitation is anticipated to issue around June 1, 2016, with proposals due approximately 30 days later. The facility, originally constructed in the early 1970s, has seen substantial prior upgrades, including a new chiller plant and partial HVAC and lighting improvements, making this project critical to completing the overall green building goals.
