General Contractor – The Oquirrh Building Interior Remodel (Main Floor)

The Housing Authority of Salt Lake City is seeking a qualified General Contractor to execute the interior remodeling of the main floor of the historic Oquirrh School building in downtown Salt Lake City, Utah. The project involves comprehensive demolition of existing finishes and construction of new interior elements including a modern lobby, offices, workstations, flooring, paint, and associated electrical upgrades to support the design intent developed by Babcock Design. All work must comply with UFAS, ADA, Section 504, and local building codes, with special attention to accessibility and code compliance. The contractor is responsible for providing all labor, materials, equipment, supervision, permits, inspections, and testing, including special inspections, and must ensure punch list completion and final acceptance. The contract will incorporate a 100% performance and payment bond, commercial general liability coverage of $1 million per occurrence and $3 million aggregate, automobile liability of $1 million, and workers’ compensation at statutory limits. The contractor must also comply with Davis-Bacon and Copeland Act wage and reporting requirements, and adhere to Section 3 requirements for employment and contracting opportunities for low- and very low-income persons. The project will be governed by a mutual AIA contract execution with HUD General Conditions, and the contract will include a reasonable retainage clause and a liquidated damages provision of per calendar day for delays beyond the agreed-upon completion date. Proposals are due by July 3, 2026, at 5:00 p.m. MDT and must be submitted through the Utah Bonfire portal or via email to the designated procurement contact. Submissions must include completed Attachments A through H, with Attachment B containing a detailed Estimated Cost Proposal broken into three components: General Conditions and Requirements, Contractor Fee, and Preliminary Construction Cost Assessment organized by CSI MasterFormat divisions. Proposals must also include certifications regarding debarment or suspension, a non-collusion affidavit, and proof of business license and W9 form. The evaluation will weigh Preliminary Cost Assessment at 60 points, Experience and Capability at 25 points, Anticipated Schedule at 10 points, and Completeness of Proposal Materials at 5 points, with an additional 2% preference awarded to certified Disadvantaged Business Enterprises.
