The County of Riverside is implementing General Plan Amendment No. 960 to adopt the 2026 Climate Action Plan Update through Resolution No. 2026-196. This initiative, approved by the Board of Supervisors on October 20, 2026, aligns the unincorporated areas of the county with the California Air Resources Board's 2022 Scoping Plan for Achieving Carbon Neutrality and ensures compliance with state policies including SB 32 and AB 32. The project was supported by an Addendum to Certified Environmental Impact Report No. 521, which served as an Initial Study and Environmental Assessment to confirm that the update would not have a significant effect on the environment. The 2026 Climate Action Plan Update introduces a comprehensive framework for managing greenhouse gas emissions, utilizing calendar year 2022 as the new baseline for its communitywide inventory. Key components of the update include revised emissions forecasts for 2030 and 2045, updated reduction targets, and new implementation strategies for greenhouse gas source categories. Additionally, the plan establishes revised monitoring and reporting procedures and introduces a CAP Consistency Checklist to replace the 2019 CEQA Threshold and Screening Tables, providing a standardized method for evaluating project consistency and environmental impacts during the review process.
