The General Services Administration is seeking to secure a 15-year firm lease for 57,636 square feet of laboratory and research and development space in Northern Virginia to support the DEA's SFL-1 Special Testing Laboratory. The requirement specifies a one-story, single-tenant, all-steel structure with a slab on grade of at least 6 inches thick, located outside of a 100-year flood plain and within five drivable miles of an interstate highway. Key facility requirements include ISC Level III security compliance, a minimum vertical clearance of 16 feet, a dock-high loading dock for tractor trailers, and a dedicated 4,500 square foot outdoor area for a 300 KW generator and fuel storage. The lease is structured as full service, net of gas, electricity, and water, and includes specific requirements for parking with at least 66 total spaces. Due to the highly specialized nature of the laboratory and the lack of suitable alternative facilities in the region, the government has pursued a succeeding lease with the incumbent lessor at 22624 Dulles Summit Court in Sterling, Virginia. This procurement was justified as other than full and open competition because the incumbent is deemed the only responsible source capable of meeting the agency's mission-critical requirements.
