Generative Artificial Intelligence (GenAI) Electronic Performance Support System (EPSS) under CSO N0003925S001.

The Naval Information Warfare Systems command is seeking commercial solutions for a Generative Artificial Intelligence (GenAI) Electronic Performance Support System (EPSS) under solicitation N0003926R9450. This effort is managed through a three-phase Commercial Solutions Opening (CSO) process consisting of solution briefs, pitch sessions, and proposals. The government requires a solution with a Technology Readiness Level (TRL) of 6 or higher, meaning the prototype has been tested in a relevant environment outside of a lab. Key technical requirements include strict Retrieval-Augmented Generation (RAG) grounding, explainable AI, zero trust and offline security, role-based access control, and prompt-injection defense. The system must be capable of graceful degradation to basic keyword search if AI components fail and must support air-gapped updates via self-contained offline install files. Evaluation will be based on primary and desired attributes, with primary attributes carrying higher weight. Award instruments may take the form of a FAR-based procurement contract or an Other Transaction (OT) agreement. Vendors must maintain active SAM registrations and CAGE codes, and they must comply with Section 889 of the John S. McCain National Defense Authorization Act. Security requirements include FIPS-validated cryptography for data at rest and in transit, as well as a binding service level agreement to patch critical and high-severity vulnerabilities within 14 days.
