***This is a notice that there was not an award for the requirement of generator maintenance. The Government received bids from three small business contractors; however the bids were 40 to 50 percent higher than the Independent Government Cost Estimate (IGCE). The IGCE was based off of previous performance for fiscal year 2015 and 2016. In accordance with FAR 31.201-3 and due to the large disparity between the IGCE and the bids received the Government was unable to determine a fair and reasonable price. Based on market research and an Other than Small business than submitted a bid for this requirement it is determined that market pricing was not received for the subject solicitation therefore this will be re-issued under a new Request for Quote (RFQ) and the small business set-aside will be removed and this will be issued as an unrestricted solicitation.*** This is a combined synopsis/ solicitation for the maintenance of 16 generators located throughout FLETC Glynco, Georgia, prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation HSFLGL-16-Q-00380 is issued as Request for Quotes (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310 and small business size standard of $7.5 million. This requirement is being issued as a 100% Total Small Business set-aside. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award. The Government will award a single firm-fixed price Purchase Order resulting from this solicitation. The DHS Federal Law Enforcement Training Centers (FLETC) has a requirement for the yearly maintenance of 16 generators located throughout FLETC Glynco, Georgia. See attachment Standard Form 1449 (SF1449) for full details and requirements with all applicable provisions and clauses. Also note Statement of Work providing detailed information is in the Statement of Work section of the SF1449. Questions will be accepted via email only no later than 4 pm August 3, 2016. A site visit can be arranged for potential offerors by contacting the Contracting Officer via email. Quotes shall be submitted in electronic format via email to contact@example.gov.
