Solicitation # 36C26227Q0058
The Department of Veterans Affairs, through the NCO 22 Gilbert Network Contracting office, has issued a Sources Sought Notice and Request for Information to identify qualified sources for a gravimetric scale solution at the VA Loma Linda Healthcare System in California. This is not a formal solicitation but a planning effort to gather market research and determine the availability of capable vendors under NAICS code 334519, which has a size standard of 600 employees. The government is seeking a solution for a base period plus four option years that must fully integrate with the existing BD Pyxis IV Prep workflow platform for sterile compounding documentation, ingredient verification, and quality assurance without requiring the replacement of the current system. The required solution must support direct transmission of weight measurements to the BD Pyxis IV Prep application, maintain existing electronic audit trails, and provide real-time alerts for ingredient weight variances. The selected vendor will be responsible for installation, operational verification, and ongoing technical support. Interested respondents must provide a detailed capabilities statement, business size status, and information regarding FDA clearance, Buy American Act compliance, and lead times. Responses, including optional general pricing for market research, must be submitted via email to the contracting officer by October 29, 2026, at 15:00 Pacific Local Time.

NASA Langley Research Center intends to procure a Generic Interferometer for Climate Science scan mechanism and packaged electronics from ABB Inc. under solicitation NNL16592855Q. ABB Inc. is identified as the sole provider of a commercial off-the-shelf design that meets specific technical requirements, including a 4-port design, compatibility with a CsI beamsplitter, and proven space flight heritage. Utilizing this specific mechanism allows NASA to integrate the component into an existing 4-port FTS system, thereby reducing costs, shortening the design schedule, and mitigating development risks. Interested organizations were invited to submit capabilities and qualifications by July 8, 2016, to determine if the procurement would be conducted on a competitive basis. The final decision regarding competition remained at the discretion of the government. This acquisition is subject to NASA Clause 1852.215-84 regarding the Center Ombudsman.

Full Description

NASA/LaRC has a requirement for Generic Interferometer for Climate Science (GICS) interferometer scan mechanism and packaged electronics. NASA/LaRC intends to purchase the items from ABB Inc. ABB, Inc. provides the only commercial off-the-shelf design interferometer mechanism that meets our compact instrument design requirements, has a 4-port design (two input ports, one thermally controlled, with two output ports for band-splitting detectors), sufficient spectral resolution, supports the use of a CsI beamsplitter, and has space flight heritage in their interferometer design. The only available commercial, off-the-shelf interferometer scan mechanism which does not require a significant optical redesign and re-testing of the 4-port FTS system developed over 4 years at LaRC, is the ABB GICS design. Incorporating this central mechanism into our existing LaRC 4-port FTS design substantially reduces cost, schedule to complete system design, and mitigates the development risk that would be incurred in producing a wholly new design for a flight interferometer. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on 07/08/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
