Solicitation # 80NSSC26943585Q
The NASA Shared Services Center is seeking operational and logistical support for SeaPRISM and SMARTs sensors located at the Eureka platform. The scope of work involves managing and operating the AERONET-OC site, specifically utilizing Cimel sun photometers to capture hyperspectral measurements of the sun, moon, and sky. The vendor is responsible for delivering raw data to AERONET in near-real time and providing monthly data from the Eureka site to the PACE validation team. Maintenance requirements include calibrating sun photometers every 12 to 18 months and calibrating the spectrometer and sensor head every 6 months, all while adhering to AERONET operation guidelines and data quality assurance policies. NASA intends to award this as a sole source contract to the University of Southern California under FAR 12.102(a), as they have been determined to be the sole provider for these specific services. The procurement is classified under NAICS code 611310 and will follow FAR Part 13 procedures for non-commercial items. The performance will be located at the NASA Goddard Space Flight Center in Greenbelt, Maryland, with a period of performance spanning 24 months from the date of award. Interested organizations must submit capability statements by October 12, 2026, at 3:00 p.m. CST for the government to determine if the procurement will be competed.

DUAL ENROLLMENT PARTNERSHIP OPPORTUNITY ANNOUNCEMENT
Solicitation # HE125427R0001
The Department of War Education Activity (DoWEA) is seeking capability statements from eligible Institutions of Higher Education (IHEs) to establish no-cost Memorandums of Understanding (MOUs) or Memorandums of Agreement (MOAs). The objective is to provide dual or concurrent enrollment opportunities for DoWEA students globally, pursuant to 10 U.S.C. 2164c. This is a sources-sought announcement, not a procurement action or solicitation for proposals, and no contract award is contemplated. Any resulting agreements will be non-procurement in nature and will not obligate the government to expend funds, pay tuition, or guarantee student enrollments. Tuition and fees are expected to be paid directly by parents or guardians, though government-authorized reimbursement may be available up to a statutory cap of 1,500 dollars per student per school year. Eligible IHEs will be evaluated based on four primary capability factors: their ability to serve a global student population with transferable credits, teacher certification and professional development processes, course delivery and payment structures, and technical requirements. Technical standards include the use of AES-256 encryption for data at rest and a mandate that 100 percent of staff accessing personally identifiable information or controlled unclassified information be U.S. citizens. To be considered for further discussions, respondents must receive a Meets Criteria rating across all applicable factors. Interested institutions must submit a complete response, including institutional certifications and a narrative not exceeding 15 pages, to the designated points of contact by October 26, 2026.

The DOE Quantum Genesis Q Competition
Solicitation # DE-FOA-0003657
The Department of Energy Office of Science has launched the Quantum Genesis Q Competition under solicitation DE-FOA-0003657 to accelerate the development of the first fault-tolerant, scientifically relevant quantum computing (SRQC) capability. This initiative, part of the broader Genesis Mission, seeks proposals from domestic commercial entities to scale quantum hardware, software, and enabling technologies. The primary objective is to deliver a first-generation SRQC by 2028, with some flexibility extending to 2030. All work and capabilities must be developed and performed within the United States, and selected partners must provide both physical and virtual system access for verification and validation. The program is administered through Other Transaction Agreements (OTAs) rather than standard FAR-based contracts, utilizing a milestone-based funding structure with a total estimated value of 215 million dollars over the first 30 months. Funding includes a 250,000 dollar payment upon technical plan approval, 1.25 million dollars for a validated prototype, and a 100 million dollar general incentive pool for achieving first-generation SRQC goals. Additional bonus pools of 50 million dollars each are available for achieving 150 and 200 logical qubits, respectively. Selection is merit-based, prioritizing scientific and technical feasibility, operational feasibility, impact on the DOE mission, and contributions to the U.S. quantum ecosystem. Applicants must be registered in SAM.gov with a Unique Entity Identifier and submit proposals via Grants.gov by October 19, 2026. Due to the sensitive nature of the technology, all applications undergo a rigorous due diligence review for research, technology, and economic security (RTES). Awardees are subject to strict requirements regarding foreign entity participation, including a Malign Foreign Talent Recruitment Certification for key personnel. The agreement also includes specific provisions for intellectual property, modified patent rights under 37 CFR 401.14, and a DOE cost share waiver.
