Development of Zirconium Carbide and superior high temperature ceramics for nuclear fission applications.
Solicitation # 80NSSC27945389Q
The NASA Shared Services Center is seeking a sole source contract for the development of Zirconium Carbide and superior high temperature ceramics intended for nuclear fission applications, such as nuclear thermal propulsion and lunar infrastructure. The project, designated as seed Phase 1, has an estimated duration of three months and will be performed at the NASA Langley Research Center. The primary objective is to utilize Field Assisted Sintering Technology to create composite test samples capable of withstanding extreme radiation and temperatures exceeding 1500 degrees Celsius. The scope of work includes developing optimal densification parameters for zirconium carbide and producing ten discs with a target geometry of 40 mm OD by 5 mm for hydrogen corrosion and other relevant testing. The government intends to award this contract to The Pennsylvania State University under the authority of FAR 12.102(a), citing the institution as the sole provider capable of meeting the requirements. This determination is based on the university's decade-long history of collaborating with NASA on exotic material composites, its proven track record in producing innovative HfC and TaC for ultra-high temperature applications, and its access to industrial grade FAST devices at the US Navy funded Advanced Research Lab. The procurement is being handled as a non-commercial acquisition under FAR Part 13, with Shanna L. Patterson serving as the primary procurement specialist.

DUAL ENROLLMENT PARTNERSHIP OPPORTUNITY ANNOUNCEMENT
Solicitation # HE125427R0001
The Department of War Education Activity (DoWEA) is seeking capability statements from eligible Institutions of Higher Education (IHEs) to establish no-cost Memorandums of Understanding (MOUs) or Memorandums of Agreement (MOAs). The objective is to provide dual or concurrent enrollment opportunities for DoWEA students globally, pursuant to 10 U.S.C. 2164c. This is a sources-sought announcement, not a procurement action or solicitation for proposals, and no contract award is contemplated. Any resulting agreements will be non-procurement in nature and will not obligate the government to expend funds, pay tuition, or guarantee student enrollments. Tuition and fees are expected to be paid directly by parents or guardians, though government-authorized reimbursement may be available up to a statutory cap of 1,500 dollars per student per school year. Eligible IHEs will be evaluated based on four primary capability factors: their ability to serve a global student population with transferable credits, teacher certification and professional development processes, course delivery and payment structures, and technical requirements. Technical standards include the use of AES-256 encryption for data at rest and a mandate that 100 percent of staff accessing personally identifiable information or controlled unclassified information be U.S. citizens. To be considered for further discussions, respondents must receive a Meets Criteria rating across all applicable factors. Interested institutions must submit a complete response, including institutional certifications and a narrative not exceeding 15 pages, to the designated points of contact by October 26, 2026.

Prequalification for Educational Institutions Offering Tuition Discounts for City of Norfolk Employees.
Solicitation # 10680-R2-2027/KA
The City of Norfolk is seeking to establish a prequalified list of accredited educational institutions to provide tuition discounts, price matching, waived application or registration fees, and credit for prior experience to its employees. Eligible employees include full-time, part-time permanent, special project, and sworn staff who have completed six months of continuous service and maintain a sound performance record. To be considered, institutions must be accredited by the United States Department of Education or the Southern Association of Colleges and Schools of Commission on Colleges and must be authorized to transact business in the Commonwealth of Virginia. This solicitation is a request for prequalification rather than a traditional service contract; consequently, there is no contractual relationship or financial agreement between the City and the selected providers. Educational institutions will contract and arrange all payment terms directly with the employees. Prequalified providers may remain on the list indefinitely, though the City opens the process annually for new applicants and reserves the right to remove providers based on negative performance or failure to honor stated discounts. Applications must be submitted electronically by October 8, 2026, and must include detailed discount proposals, accreditation proof, and various certifications regarding non-discrimination and ethics.
