Prequalification for Educational Institutions Offering Tuition Discounts for City of Norfolk Employees.
Solicitation # 10680-R2-2027/KA
The City of Norfolk is seeking to establish a prequalified list of accredited educational institutions to provide tuition discounts, price matching, and waived application or registration fees for its employees. Eligible employees, including full-time, part-time, and sworn staff with six months of continuous service and a sound performance record, may apply for reimbursement for courses that align with their current roles or reasonable job opportunities within the City. To be eligible for the prequalified list, institutions must be accredited by the U.S. Department of Education or the Southern Association of Colleges and Schools of Commission on Colleges (SACSCOC). This solicitation, numbered 10680-R2-2027/KA, is a request for prequalifications rather than a traditional service contract. There is no contractual relationship between the City and the selected providers; instead, educational institutions will contract and arrange all payment terms directly with the employees. Prequalified providers may remain on the list indefinitely, though the City opens the process annually for new applicants and reserves the right to remove providers based on negative performance assessments or failure to honor stated discounts. Applicants must submit their proposals electronically by October 8, 2026, including required certifications regarding non-discrimination, anti-collusion, and authorization to transact business in the Commonwealth of Virginia.

Air Force Installation and Mission Support Center (AFIMSC) STREAMLINING PROCUREMENT FOR EFFECTIVE EXECUTION & DELIVERY (SPEED) Commercial Solutions Opening (CSO)
Solicitation # FA800325SC001
The Air Force Installation and Mission Support Center (AFIMSC) has established the Streamlining Procurement for Effective Execution and Delivery (SPEED) Commercial Solutions Opening (CSO), solicitation number FA8003-25-S-C001. This open, blanket CSO operates from September 1, 2025, to August 31, 2030, and is designed to facilitate the competitive procurement of innovative commercial items, technologies, and services. The program utilizes a multi-spiral solicitation process involving Area of Interest (AoI) calls, where the government seeks innovative solutions to meet specific Air Force needs. A notable example is the AFCEC CE IT Portfolio Optimization initiative, which seeks IT solutions to improve portfolio rationalization, cybersecurity, and data governance for the Air Force Civil Engineer Center. The CSO is a full and open acquisition available to small businesses and non-traditional contractors. Awards may be made as fixed-price contracts under FAR Part 12 or via Other Transaction Authority (OTA), with the Contracting Officer reserving the right to negotiate terms and payment conditions. Evaluation is based on pass/fail gates regarding the technical approach, performance schedule, and price reasonableness. Submissions for AoI calls may take the form of a five-page written brief or a five-minute video. The majority of work is expected to be performed at non-government facilities, though some efforts may require access to DoD installations and networks. All offerors must be registered in the System for Award Management (SAM) and possess a Unique Entity ID (UEI) to be eligible for award.
