Islington Council, acting on behalf of the North, Central and East London Regional Partnership, is seeking a Higher Education Institution to co-design, develop, and deliver the Step Up to Social Work Training Programme for Cohort 10. The successful provider will deliver a 15-month, Social Work England approved programme at the Postgraduate Diploma level, which prepares trainees for statutory children's social work and offers a pathway to master's level study. Beyond instruction, the provider will support recruitment, assessment, trainee onboarding, pre-employment checks, and curriculum planning. The estimated contract value is 1,111,968 GBP, with an initial performance period from February 1, 2027, to March 31, 2029, and potential extensions for Cohorts 11 and 12 through March 31, 2033, contingent upon performance and Department for Education funding. The procurement follows an open procedure under a light touch regime, utilizing a Most Economically Advantageous Tender approach. Evaluation is based on a quality score weighted across social value (20%), programme design and development (10%), delivery model and quality assurance (10%), staffing and trainee support (10%), and partnership working and practice integration (10%). The solicitation is particularly suitable for small and medium-sized enterprises as well as voluntary, community, and social enterprises.
