The contract involves the procurement of Genfare Smart Card Bus Passes for Lee County Transit, with the intent to establish a single-source purchase from Genfare, LLC. This procurement is justified by the fact that Genfare is the exclusive provider of the existing fare collection system and related equipment, ensuring compatibility and seamless integration with current infrastructure. The smart cards are preprogrammed with various fare options and can be loaded with funds at transfer stations, vending machines, or via a mobile app, offering flexibility and convenience for transit users. The contract is valued between $500,000 and $2,000,000, reflecting the scope of ongoing transit fare media needs, and the procurement process emphasizes the importance of maintaining system integrity by sourcing from the original equipment manufacturer. The solicitation was posted as a non-bid, single-source procurement in accordance with local regulations, with a response deadline set for July 1, 2025. Interested vendors are encouraged to contact Kevin Walker from Lee County Procurement Management to demonstrate their capability to supply the required smart cards. The contract aims to ensure continued operational compatibility, minimize troubleshooting issues, and streamline fare collection processes. The procurement process underscores the importance of system consistency and vendor reliability, given the critical role of the smart cards in Lee County Transit’s fare collection system. Additional related documents include various bids and proposals for municipal projects and services, but this specific contract centers on maintaining a compatible, efficient, and secure fare media solution for transit operations.

Full Description

*** THIS  IS NOT A BID ***   The description of services intended for purchase from a single source is posted in accordance with section 3.9, Procurement Ordinance 23-21, and will be posted for a minimum of 15 business days.   Commodity or Service Required: Purchase of Genfare Smart Card Bus Passes   Description: Lee County Transit seeks to execute a single-source procurement for smart card bus passes from Genfare, LLC. The smart cards come in a variety of preprogrammed prices that are compatible with our fare collection system in our fixed-route buses. In addition, we also purchase a smart card that can be "loaded" with funds by the customer at our transfer stations and main office, through vending machines, and via a mobile app.   Intended Single Source: Genfare, LLC.   Justification for Single Source Acquisition: Genfare is the sole-source supplier of the equipment in place at Lee County Transit and its related maintenance parts/media/services. The fare collection system currently in place in Lee County Transit is a Genfare Automatic Fare Collection System. Using the same vendor to procure Smart Card Media ensures the media will be compatible with the existing fare collection system and fare structure. Using a different vendor to provide media could lead to issues relating to understanding how the system is configured and could lead to increased times and standstills in different troubleshooting efforts if the procured media is not encoded with the correct formats or made from the proper material to interact with the fare collection equipment.   Recommended Procurement Approach: For the reason(s) stated above, Lee County Procurement Management intends to utilize the Single Source Procurement method to purchase from Genfare, LLC, to supply the above.   Respond to: If your firm feels they have the ability to supply the above, please contact Kevin Walker, Lee County Procurement Management at contact@example.gov for review.
