The National Geospatial-Intelligence Agency (NGA) plans to award a sole source contract to Axim Geospatial, LLC for the Geophysical Data Purchase & Survey Sourcing (GDPSS) program under authority allowing only one responsible source. This contract aims to enable NGA to acquire and broker geophysical data, including gravity, magnetic, seismic reflection, soils, hydrographic, and well log data, through both purchases from external providers and direct surveys conducted via airborne, marine, or land platforms. The purpose is to enhance the Earth Gravitational Model and other geophysical products that support national security, defense navigation, and scientific research by expanding NGA's access to unrestricted, high-quality geophysical datasets worldwide. The contract will be a firm fixed-price arrangement with a twelve-month base period commencing July 15, 2026, and four additional twelve-month option periods, extending through July 14, 2031. Axim is uniquely qualified as the incumbent provider, possessing a multinational and multi-domain fleet of aircraft and vessels critical for performing complex surveys, as well as exclusive relationships with international data brokers and providers. This combination of physical assets and extensive global partnerships allows immediate mission readiness and consistent data quality that competitors cannot match without causing significant delays and increased costs. NGA stresses that this contract is a follow-on award reflecting highly specialized capabilities essential for timely GEOINT support and counterproliferation efforts, and the government retains discretion on whether to pursue competition based on received capability statements.

Notice of Intent to Sole Source – GDPSS

Under the authority of RFO 6.103-1(c)(2), the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source contract to Axim Geospatial, LLC (Axim) for the Geophysical Data Purchase & Survey Sourcing (GDPSS) program.

Purpose: The National Geospatial-Intelligence Agency (NGA) provides timely, relevant, and accurate GEOINT in support of national security.  NGA also creates the Earth Gravitational Model (EGM) and other gravity products used in navigation products for the DOD and general use for industry and academia.  The Earth Gravitational Model (EGM) contains gravity survey data from all over the world.  Acquiring more gravity data, as well as other geophysical data improves this model. NGA is always looking to improve their models with new restriction-free geophysical data.  NGA partners with a company/contractor that can serve as a broker (Trusted Broker) in data purchasing agreements and directed survey sourcing.

Scope: The contract scope is to provide an avenue for NGA to purchase geophysical data from external sources and to coordinate direct (airborne, marine or land) surveys of geophysical data which will allow for the expansion of potential sources currently unknown to NGA. The desired data types include but not limited to gravity data, magnetic data, seismic reflection data, soils data, hydrographic data, and well log data.  The GDPSS will also broker direct geophysical surveys in areas of interest for NGA.

GDPSS will be established as firm fixed price contract with a twelve-month base period and four twelve-month option periods.  The anticipated period of performance is 15 July 2026 – 14 July 2031.

NGA intends to award in accordance with RFO 6.103-1(b) “Only one responsible source and no other supplies or services will satisfy agency requirements”.  GDPSS is a follow-on contract for highly specialized services that were in place and developed over the past five years.  The incumbent’s ownership of multi-domain survey fleets and a proprietary international data network represent a unique capability that no other vendor could replicate without causing unacceptable mission delays.

The incumbent provides a comprehensive operational infrastructure that integrates specialized physical assets with an expansive global data network.  A primary differentiator is the incumbent’s direct ownership and maintenance of a diverse fleet, including aircraft, ocean-going vessels, and nearshore vessels.  The multi-domain collection capability ensures immediate mission availability and the technical flexibility required to conduct complex geophysical surveys across varying maritime and aerial environments.  Unlike competitors who may rely on subcontracted logistics or leased equipment, the incumbent’s organic control over these assets ensures consistent operational security and standardized data quality.

Furthermore, this physical capacity is augmented by an intricate web of established relationships with a wide array of national and international data providers and brokers.  The long-standing partnerships act as a strategic force multiplier, extending the incumbent’s reach into foreign agencies and commercial entities that are often inaccessible through conventional channels.  This network facilitates the rapid acquisition and integration of secondary data sets, which is essential for maintaining the geospatial accuracy required for critical mission planning and counterproliferation objectives.  An award to any other source would result in substantial duplication of cost and unacceptable delays.

This notice is in accordance with RFO Subpart 5.101 and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA.  A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.

This Invitation for Bids (IFB), issued on June 10, 2026, seeks a single contract award to the lowest cost responsive and responsible vendor who is pre-approved on the state's archaeological vendor list. Pricing proposals must be guaranteed for the entire project duration, with no mandatory site visits required prior to bidding. The contract operates under a firm-fixed-price arrangement regulated by Utah state procurement rules and includes specialized provisions related to contractor compliance, data security, and regulatory standards. The contract imposes rigorous compliance and certification requirements emphasizing state and federal regulations including FedRAMP or GovRAMP cybersecurity standards, prohibitions on forced labor and restricted foreign entities, and an anti-boycott certification specifically relating to economic boycotts of Israel. Vendors are expected to provide continuous monitoring access to Utah’s Division of Technology Services shortly after intent to award, and state data must be hosted exclusively on approved cloud platforms (AWS, Azure, or Google Cloud) unless expressly exempted. Background checks for personnel with access to sensitive information or secure locations may be mandated at the State’s discretion. The evaluation methodology is lowest price technically acceptable (LPTA), relying on pass/fail thresholds for mandatory technical and administrative compliance without weighted scoring.
