THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.


The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Sector Western Alaska for the development of a Geospatial Information Asset (GIS) Tool. The vendor will be WSP HDR, A JOINT VENTURE, 1250 23RD ST NW FL 3, Washington, DC 20037-1164 ZTB1ZS168ZF3


This action is being awarded on a sole source basis pursuant to FAR 12.102, services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. The subject contractor has specialized experience and prior coordination with Coast Guard personnel in support of this overarching initiative. The contractor has developed familiarity with Sector Western Alaska’s operational requirements, existing geospatial tools, and mission priorities through previous collaborative efforts. They bring a team with Western-Alaska specific expertise. Engaging a new vendor would require duplication of efforts already completed and delay progress on high-priority efforts such as infrastructure oversight, fentanyl interdiction, and border security.


USCG Base Kodiak, Kodiak, Alaska will be the procuring entity for this effort. Performance will be located at Anchorage, AK. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12. The NAICS Code for this requirement is  541511.


This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 11 Sep 2026, at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
