NASA's Goddard Space Flight Center is issuing a presolicitation notice for a definition-phase study related to the Geostationary Extended Observations (GeoXO) Spacecraft intended to support NOAA's GeoXO satellite program. The procurement involves the award of up to three firm fixed-price contracts, each approximately $5 million in value and spanning a 10-month period, slightly extended from the originally planned 9-month duration. The final Request for Proposal (RFP) release date has been adjusted to mid to late February 2022, with no draft RFP to be issued and a full and open competition anticipated under NAICS code 541330, Engineering Services, with a size standard of $15 million. Interested offerors are required to monitor SAM.gov for solicitation releases and any amendments, as all documents will be made available there, with submissions being electronic and technical inquiries directed to a designated NASA contact by a specified deadline. This project is not intended to acquire a commercial item under FAR Part 12, and the contract supports a definition-phase study toward developing a spacecraft planned for launch no later than 2032. The solicitation includes provisions for an ombudsman process to facilitate fair consideration, and prospective participants are encouraged to notify NASA of their intent to submit proposals.

Ground Systems and Mission Operations-4 (GSMO-4)
Solicitation # RFI-GSMO4-2027
The National Aeronautics and Space Administration Goddard Space Flight Center is issuing a Request for Information for the Ground Systems and Mission Operations-4 (GSMO-4) contract. This effort seeks market intelligence and technical approaches from qualified vendors to support a diverse portfolio of science and Earth science missions, including the James Webb Space Telescope, Lunar Reconnaissance Orbiter, and the Nancy Grace Roman Space Telescope. The scope of work encompasses the entire mission life cycle, focusing on two primary functional areas: Mission Ground System Support Services, which includes systems engineering and integration and test services, and Mission Operations System Support Services, covering flight operations, launch and early orbit support, flight dynamics, and IT security. The government is specifically exploring a transition from a Cost-Plus-Award-Fee structure to a Firm-Fixed-Price model, potentially utilizing a catalog-style pricing structure based on mission risk classifications or a Core-plus-IDIQ structure for flagship missions. Technical requirements emphasize the adoption of modern DevSecOps methodologies, CI/CD pipelines, and Infrastructure as Code to automate mission operations. Contractors must adhere to strict NASA Procedural Requirements for systems engineering, software engineering, and cybersecurity, including maintaining Authority to Operate (ATO) and managing vulnerability scanning. Responses are due by October 26, 2026, and must include implementation approaches and rough order of magnitude costs.
