1. Scope The Navy Geothermal Program Office (GPO), EXWC PW68, at the Naval Air Weapons Station (NAWS) China Lake requires comprehensive annual fluid geochemistry analysis and Coso Hot Springs (CHS) monitoring reporting. This contract will be defined as a base year contract, along with four option years. The Contractor shall provide findings and recommendations in three separate detailed reports (one report for task a) Fluid Chemistry, two reports for task b) Coso Hot Springs Monitoring Program to the Government for each year of the contract. 2. Technical Requirements 2.1 Fluid Geochemistry This task requires updating the fluid-geochemistry database, performing field health and fluid augmentation monitoring and analysis, and providing recommendations for geochemical sampling techniques and process at Coso geothermal field located at Naval Air Weapons Station (NAWS), China Lake, California. The Contractor shall gather and analyze extant and emergent geochemical and isotopic data to monitor the geochemistry of the Coso geothermal system. The purpose of this effort is to provide a geochemical expertise that the Navy does not possess internally, expertise that is a critical component of the GPO's program to protect the Navy's equity in the Coso geothermal resource. The Contractor shall continue the compilation and evaluation of all Coso geothermal system geochemical analyses from brine and gas samples, including a variety of gaseous species and isotopes. Evaluation of these data will allow the Contractor to assess the current geochemistry sampling and analysis at Coso and provide insight into other useful techniques not being applied. This is to ensure the program is maintained at or above geothermal industry standards. The Contractor shall use geochemical data to examine and predict reservoir effects of various injection fluids, such as: hot production fluids, cool/cold production fluids, cool steam condensate, concentrated brine, brackish local groundwater, and low total dissolved solids (TDS) groundwater. The Contractor shall investigate and recommend new techniques and processes which will contribute to the Navy's basic understanding of the relationship of the geochemistry of the Coso geothermal system, particularly the relationship of reservoir fluids to heat, host rock, source rock, reservoir conduits, time, water augmentation and other physical parameters. The Contractor shall provide findings and recommendations in a detailed report to the Government for each year of the contract (refer to CDRL Attachment A). Each report shall cover the calendar year beginning with the base year 2021 and four option periods 2022-2025. Under this contract the Contractor shall be responsible for completion of the three task requirements defined in the following sections. 2.1.1 Update fluid-geochemistry database The Contractor shall update the established GPO Coso geothermal field fluid-geochemistry database (MS Access-based) of all geochemical analyses from brine and gas samples. The Contractor shall both compile and evaluate the quality of the new data using established Quality Assurance and Quality Control protocols, or equivalent with prior Navy approval. Each option year will be a single year's data, unless there is a data transfer issue from the previous year. The existing protocols are detailed in Section 5.a Applicable Documents. The Contractor shall recommend and establish (with Government approval) additional QA and QC protocols for new analyses as they are added to the GPO Coso database. The geothermal database includes analytical results such as major constituents, minor and trace element constituents, gaseous species and isotopes, and standard chemical measurements such as Eh, pH, and TDS, and shall be obtained from the Navy GPO. The database is to be submitted in both Microsoft Access and Excel formats. The Contractor shall recommend modifications or updates to the current sampling and analytical methods as appropriate to ensure the program is maintained at or above geothermal industry standards for a geothermal resource of this type and magnitude. 2.1.2 Perform geothermal field health and fluid augmentation monitoring The Contractor shall continue the established time-trend analysis of indictor constituents to include, but is not limited to, chloride, boron, enthalpy, and appropriate geothermometers. This shall be done in order to track the maturity and overall health of the Coso geothermal field. The Contractor shall conduct enthalpy mapping and assess injection efficiencies in the geothermal field. The Contractor shall conduct enthalpy monitoring of the reservoir geochemistry. Changes in fluid flow characteristics and wellhead and subsurface pressure/temperature data will be provided by the Navy and Coso Operating Company. Such monitoring shall be conducted on both a field-wide and individual well basis. The Contractor shall use geochemical, snowpack and rainfall data to examine and predict reservoir effects of various injection fluids such as cold-water augmentation, hot production fluids, cool/cold production fluids, cool steam condensate, concentrated brine, brackish local groundwater and groundwater. A 3D model of the geochemistry of the Coso reservoir shall be built in Leapfrog or ArcScene. Data to be included shall be, but is not limited to, well head locations, well traces, fluid geochemistry, steam geochemistry, enthalpy and non-condensable gases. 2.1.3 Provide Recommendations The Contractor shall investigate and recommend new techniques and processes which will contribute to the Navy's basic understanding of the geochemistry of the Coso geothermal system, particularly the relationship of reservoir injected fluids to host rock, source rock, heat source, reservoir conduits (plumbing), water augmentation, other physical parameters, and time. 2.2 Coso Hot Springs Monitoring Program The Contractor shall prepare yearly reports based on the Coso Hot Springs (CHS) monitoring program. These reports will list and provide analysis from data collected from the CHS area. Each report shall cover the calendar year beginning with the base year 2020-2021 and four option periods 2022-2025. Each annual report will encompass data that has been collected by GPO personnel and submitted to the Contractor. The Contractor shall prepare yearly reports on the CHS monitoring data and analysis. The total effort shall consist of the eight primary tasks, which are the data analysis and generation of the 2020 report, and the data and generation of each of the seven option years reports. The Navy GPO shall collect bi-annual samples for each of the surface manifestations. The Contractor shall cover the cost of the geothermal suite sample analysis at an appropriately equipped laboratory and share the results of the analysis with Navy GPO as an appendix to the annual report. Annual data collected by the GPO for all of these report years will be provided by the Government, primarily in MS Word, and Excel formats and/or other standard digital formats as appropriate. 2.2.1 Data Evaluation The Contractor shall review, evaluate and analyze data sets acquired during the annual time periods of 2020, 2021, 2022, 2023, 2024 and 2025. The report contains five (5) principal data sets: groundwater measurements from select water wells, physical measurements of fumaroles and mud pots, fluid chemistry of select samples, photographic documentation, and local meteorological data. These data sets shall comprise all data to be evaluated and incorporated into the report. 2.2.2 Data Analysis The Contractor shall organize and analyze data with a focus on describing changes in the measured parameters over the data-gathering period. Analyses shall be based solely on the data provided by the Government without speculation on cause and effect relationships. Contractor shall determine how data and analyses can best be presented in order to convey to the reader what changes have occurred during each reporting year. 2.2.3 Graphics Presentation The Contractor shall arrange and integrate data, photographs, and text to provide a clear, concise representation of the conditions recorded and measured at the Coso Hot Springs during each reporting year. 2.2.4 Report Preparation The Contractor shall prepare two draft versions of the Coso Hot Springs Monitoring Report for each year's data, including text, tables, photographs, and figures split by area of the field. The Coso Hot Springs will encompass one report and the East Flank will encompass a second report. Reports will be formatted consistent with prior years CHS reports (which will be made available to the Contractor upon request). The draft reports shall be reviewed by the GPO before submittal for editorial accuracy and compliance with good technical, scientific, and graphics standards. All comments will be supplied to the Contractor who shall make the necessary changes to the reports before final report submittal. 3. Deliverables 3.1 Fluid Geochemistry The period of performance for this task will be from the date of award through 2025, including option periods.
