THIS SOLICITATION IS A 100% TOTAL SET ASIDE FOR SMALL BUSINESS ONLY. Offers will NOT be accepted from concerns that are not small businesses. The Government is solely responsible for the decision to solicit competition for a particular requirement, or to award it on a sole-source basis if circumstances justify. Determination of the best procurement method for performing the work will remain solely at the discretion of the Government. Awards will generally be awarded as firm-fixed price contracts, but under appropriate circumstances, labor-hour/time-and material awards may be required. Competition for contracts will be based on "Best Value" or Low Price. Contracts will be awarded pursuant to FAR 16.2. The specific type of award will be designated in the contract solicitation. The rules and pricing guidance of FAR Part 16 will be applicable to all contracts. This project consists of:o Removing existing layers of built up and sprayed polyurethane roofing.o Install tapered insulation to correct the roof slope.o Raise parapets to accommodate tapered insulation.o Installation of new Thermoplastic Polyolefin (TPO) membrane roof.o Repair of water damage to drywall ceilings and insulation.o Associated work such as counter flashing, and wood shingle repairs.o Total roof area is approximately 5496 feet square.o Design and installation of permanent fall anchors.o Asbestos abatement and disposal plan The Statement of Work (SOW) provides detailed information on the project description, existing conditions, design criteria, and technical requirements. The SOW will be listed in the solicitation. This includes furnishing labor, supervision, transportation, operating supplies, and incidentals to perform all work necessary to replace the roofing system on the visitor center and restroom. Warranty: No-dollar 20 year coverage. The NAICS for this construction project is 238160, with a size standard of $14 Million dollars. The evaluation factors in order of importance will be Technical Experience (installing and working with Thermoplastic Polyolefin (TPO) membrane roofing systems), Past Performance, and Price. When combined Technical Experience and Past performance will be more important than Price. Site Inspection: A highly recommended pre-proposal site visit will be scheduled for all interested parties with the time and date to be announced in the solicitation. FAR Clause 53.236-3, Site Investigation and Conditions Affecting the Work, will be included in the contract. This clause places total responsibility on the contractor to investigate the project site.
