This is an amendment to the combined synopsis/solicitation to provide additional clarification for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for Glenair Composite Conduit Fittings for the Naval Surface Warfare Center Carderock Division as specified in the attached Requirements. This solicitation is a small business set-aside. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quote (RFQ) no. N0016720Q0222. The NAICS code is 335999 and the business size standard is 500. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2020-07 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20200605. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely proposals received from eligible offerors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate proposals and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Evaluation Factors (in order of importance) 1. Technical - Offerors quotes must reflect the required Minimum Requirements included in the RFP. 2. Price - Offerors quote must include all applicable costs to Bethesda, MD 20817. See 52.212-2- EVALUATION OF PROPOSALS, incorporated into this solicitation at pages 20 - 21, for additional information regarding the evaluation process for this award. Questions/clarification regarding this solicitation must be submitted via email to patricia.vara@navy.mil no later than 71August 2020, 10:00 AM EST. All questions will be answered in an amendment to the solicitation. Quote packages are due by 11 August 2020 by 10:00 AM EST. Late quotes will not be considered.
