Notice of Contract Action (NOCA) Air Force Life Cycle Management Center (AFLCMC) Global Adaptive Planning Collaborative Information Environment (GAP CIE) Introduction This announcement constitutes a Notice of Contract Action (NOCA) by the United States Air Force, Air Force Material Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Offutt AFB, NE. AFLCMC/HBCK intends to execute a one-year extension (through 29 April 2021) on the Global Adaptive Planning Collaborative Information Environment (GAP CIE) contract (FA8730-14-D-0011) with Northrop Grumman Systems Corporation, Northrop Grumman Information Systems, under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This NOCA is not an invitation to bid, request for quotation, request for proposal, or an obligation on the part of the Government to acquire any product or service. Issuance of this NOCA does not restrict the Government regarding an acquisition approach. Background GAP CIE is a single award Indefinite Delivery Indefinite Quantity (IDIQ) type contract, awarded to Northrop Grumman Systems Corporation on 1 May 2014. The ordering period of the IDIQ currently expires on 29 April 2020, and the contract ceiling is $98M. The current contract value is $40.5M, and the basic contract ceiling will not be increased as a result of this extension. The GAP CIE contract provides software sustainment and maintenance deliveries to the GAP CIE code baseline. GAP CIE is one of several applications that fall within the Integrated Strategic Planning and Analysis Network (ISPAN) program portfolio. As such, the GAP CIE application will transition into the ISPAN software factory (i.e. Rogue Blue), which is currently in the design and planning stages. The extension will allow GAP CIE to efficiently transition into the software factory. Extension Requirement(s) During the one-year extension, the Contractor shall be responsible for continuous maintenance and enhancements to the GAP CIE code base using an Agile software development methodology. Incrementally tested software deliveries shall be made to the Government every two weeks, along with associated source code, computer software and/or technical data to include scripts, configuration files, Software Version Description (SVD), build instructions, and identification of development tools used. The contractor shall assist the Government with transitioning the current GAP CIE software development pipeline into the software factory. During the extension period, the Contractor must possess a Top Secret facility clearance, and a software development facility capable of developing code in an unclassified and Secret code baseline. The contractor shall also maintain a staff with the appropriate qualifications, certifications, skills, and experience to successfully complete GAP CIE software deliveries. Instructions Companies that can assume full performance, with no interruption in service, on 30 April 2020, may submit a capability package no later than 2:00pm CST on 9 May 2019. The Government reserves the right to contact the submitting parties for further clarifications. Any response submitted for this NOCA constitutes consent for that submission to be reviewed by military personnel, Government civilians, and associated support contractors including Strategic Professional Resources, Inc. and the MITRE Corporation. The Government is under no obligation to provide feedback with respect to any information submitted. All submissions become the property of the Government and will not be returned. All information received from responsible sources by the above date will be considered, however the determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received in response to this notice, nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCM/HBCK. Responses and questions can be submitted to the Contracting Officer at lee.e.smales.civ@mail.mil or 402-232-7367.
