Global Cardiovascular Research Forum

The National Heart, Lung, and Blood Institute (NHLBI) intends to award a non-competitive, sole-source purchase order to the British Heart Foundation for the operational, logistical, and administrative management of the Global Cardiovascular Research Forum (GCRF) for fiscal year 2026. This acquisition, conducted under FAR Subpart 12.102 (a), is justified by the British Heart Foundation's role as the primary organizer and its possession of the proprietary infrastructure necessary to coordinate 12 major cardiovascular research organizations across nine countries. The scope of work includes managing workshop planning, scheduling, communications, and overseeing the submission and review process for Expression of Interest applications for multinational cardiovascular clinical trials. The period of performance is three months from the date of award, with performance locations varying based on the hosting organization. The contractor is required to submit invoices monthly, no later than 10 business days after the previous billing cycle. Evaluation is based on the contractor's technical capability to meet the provided specifications, and final acceptance is determined by the successful participation of the NHLBI in the forum. Interested parties must have an active registration in the System for Award Management and provide their Unique Entity Identifier, Taxpayer Identification Number, and business size certification by the response deadline of September 22, 2026.
