Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Montenegro will launch the solicitation on the SAM.gov website when it is available.


The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation, which will be considered. The Government of the United States of America requires Health Insurance coverage for its employees and their eligible dependents. Prospective oferors will be required to offer plans that meet at least the minimum benefit levels required.


The fixed prices/premium rates for the health insurance services for an annual period will be based on bi-weekly rates. The following is an estimate of the number of personnel to be covered: self (39 personnel), self plus one (24 personnel), and family (130 personnel).


The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. Government may award the contract based on the initial offer without discussion. The resultant contract will be fixed price with economic price adjustment requirements type contract under which will be issued firm, fixed-price task orders. The Government is planning a pre-quotation conference and the date for this conference will be in the solicitation. 


All contractors have to be registered in the SAM (System for Award Management) database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.
