The Global Overseas Sales and Disposals contract, managed by the Ministry of Defence, involves the marketing, sale, and disposal of surplus military and non-military equipment across various international locations. Under the current model, the contractor evaluates and sells equipment on-site using cost-effective methods, with the resulting proceeds split between the contractor and the MOD based on a gainshare agreement established during the tender process. A critical component of the requirement is the environmentally sound disposal of waste in compliance with local regulations, with a specific emphasis on the complete removal of waste from the Falkland Islands. The Authority is currently seeking market feedback to determine if alternative commercial or delivery models could enhance competition, operational resilience, and overall value for money for future opportunities.

Full Description

This requirement is for a service contract for the marketing, sale and disposal of surplus military and non-military equipment from a range of overseas locations. The Authority is seeking to better understand how the market currently delivers services of this nature, how future opportunities should be structured, and whether alternative commercial or delivery models could improve competition, market participation, operational resilience and value for money. The Authority welcomes feedback on both the current approach and potential alternatives.
Currently, the contractor is tasked to visit a number of overseas locations (See attachment) as directed by the Defence Recycling & Disposals Team (DRDT). From there, equipment is evaluated and sold by the contractor, usually from site using the most cost-effective method. Under current arrangements, equipment is sold through this contract, and proceeds are split between the contractor and the MOD on a gainshare basis. The division of proceeds from the sale is decided at the outset and forms part of the tender evaluation process.
There is also a significant amount of waste to be removed and disposed of in an environmentally friendly manner, and it must be in accordance with local environmental regulations. The disposal of waste from the Falkland Islands also makes up a large portion of this contract with all waste matter having to be removed from the islands.
