The Naval Information Warfare Systems Command awarded an indefinite-delivery indefinite-quantity contract for software support of the Global Positioning System based Positioning, Navigation, and Timing Service. This effort provides critical software improvements, maintenance, and engineering services to ensure the system can process and distribute three-dimensional position, velocity, acceleration, attitude, time, and frequency data for shipboard users. The contract utilizes a cost-plus-fixed-fee structure with a total potential ordering period of ten years, consisting of a five-year base period followed by optional three-year and two-year extensions. Designed as a single Program of Record, the system supports U.S. Navy ships and may extend to the U.S. Coast Guard, Military Sealift Command, and Foreign Military Sales platforms. The architecture is built on a commercial, open-systems approach within a net-centric Service-Oriented Architecture to allow for both the back-fit of legacy systems and the forward-fit of new platforms. Key technical components include embedded military-grade Selective Availability Anti-Spoofing Module GPS receivers and anti-jam antenna systems, with ongoing integration considerations for Military Code capable Military GPS User Equipment.

The Naval Information Warfare Systems Command (NAVWARSYSCOM), in support of the Program Executive Office for Command, Control, Communications, Computers, and Intelligence (PEO C4I), Communications and GPS Navigation Program Office (PMW/A 170), awarded one (1) indefinite-delivery indefinite-quantity (IDIQ) contract for the Global Positioning System (GPS)-based Positioning, Navigation, and Timing Service (GPNTS) software support based on Government provided Technical Requirements Document, Statement of Work (SOW) and Technical Data Packages (TDPs). The basic contract includes a potential ordering period of up to 10 years should all options be exercised. The contract includes a base ordering period of five (5) years, a subsequent three (3) year option period and a final two (2) year option period utilizing cost-plus-fixed-fee (CPFF) Contract Line Item Numbers (CLINs) for GPNTS software improvements, maintenance and engineering services. GPNTS receives, processes, and distributes three (3) dimensional position, velocity, acceleration, attitude, time and frequency in the formats required by shipboard user systems. GPNTS is a single Program of Record (POR) for U.S. Navy ships as well as potential U.S. Coast Guard (USCG), Military Sealift Command (MSC), and Foreign Military Sales (FMS) platforms. GPNTS is designed to accommodate back-fit of current legacy PNT systems and forward-fit of new platforms. The GPNTS system was developed using a commercial, open-systems architecture approach, to meet user requirements in a net-centric Service-Oriented Architecture (SOA) environment. The GPNTS system incorporates embedded Non-Developmental Item (NDI) military-grade Selective Availability Anti-Spoofing Module (SAASM) GPS receivers, and includes anti-jam GPS antenna systems. In addition, the U.S. Air Force GPS Directorate is currently developing Military Code (M-Code) capable Military GPS User Equipment (MGUE).

Solicitation N0003927R0003, issued by the Naval Information Warfare Systems Command, seeks a Firm Fixed Price contract for the design, development, and qualification of the Multifunctional Information Distribution System (MIDS) Weapons Data Link (WDL) Small Form Factor (SFF) Weapons Attritable Radio Multi-Mode (SWARMM) Family 3 (SF3) radio. The project requires the maturation of a software-defined radio providing Waveform-L and Waveform-S communications with embedded encryption, leveraging Open System Architecture and Open Communications Subsystem 2.0. Key deliverables include the development of software, firmware, hardware, and digital models for Contractor First Article Qualification Testing, as well as the delivery of ten Proof of Development units and one hundred Proof of Manufacturing units. The government is utilizing a Lowest Price Technically Acceptable (LPTA) source selection process. Proposals must first pass a mandatory gate criterion demonstrating the ability to provide NSA-certified radios within 15 months of award. Subsequent evaluation factors include a technical demonstration of the SF3 radio at the contractor's facility and the adequacy of the Integrated Master Schedule. The contract requires a Top Secret facility security clearance and strict adherence to military standards for packaging, marking, and the handling of Controlled Cryptographic Items. Proposals must be submitted unclassified via the Procurement Integrated Enterprise Environment (PIEE) in four distinct volumes: Contract Documents, Mandatory Gate Criteria, Technical Proposal, and Price Proposal.
