AI Contract Overview
The Department of War (DoW) is conducting a sources-sought market research effort under the Global Protective Services (GPS) program, which is a large-scale, multi-billion-dollar indefinite-delivery, indefinite-quantity (IDIQ) contract primarily focused on providing comprehensive security guard and protective services domestically and overseas. The GPS program, aligned with NAICS code 561612, targets firms that can supply armed and unarmed guard services, mobile patrols, convoy escort, explosive detection canine teams, and other security functions in support of contingency and peacekeeping operations, typically outside the continental U.S. Performance requirements, including technical criteria and operational delivery, are specified at the task order level, reflecting mission-specific locations and needs in compliance with 10 U.S.C. § 2465 and various Defense and Federal Acquisition Regulations. This solicitation is solely a sources sought and request for information (RFI) to assess vendor capability and is not a formal solicitation or commitment for award. Interested vendors must submit a capability matrix demonstrating how they meet or plan to meet a defined Minimum Technical Threshold Rating (MTTR) of 80%, as measured against the Highest Technically Rated Offeror (HTRO) matrix included in the attachments. Responses must be submitted electronically, following strict formatting and submission guidelines, including a maximum of 37 pages for the capability matrix and corporate overview combined. The sources sought includes multiple contract sections, such as a detailed Performance Work Statement (PWS), evaluation factors emphasizing technical capability and past performance, and certifications pertaining to security clearances, which are critical due to the sensitivity and classified nature of certain contract functions. Key personnel must hold appropriate clearances (SECRET or TOP SECRET or NATO equivalent), and local nationals must meet baseline background checks and vendor threat mitigation policies. The contract administration framework involves designated points of contact and requires compliance with extensive regulatory and security standards including DD Form 254, NISPOM, and other federal requirements. While price is not evaluated at this stage, award at the task order level is determined on a best-value basis favoring the highest technically rated proposals that meet all compliance requirements, without trade-offs for price during the IDIQ source selection. The government plans to use this market research to inform a potential official on-ramp to the aggregate $10.3 billion GPS contract ceiling during future procurements.
