The U.S. Army is soliciting proposals under solicitation number W91ZLK-26-R-A008 for a single-award, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to provide Global Shipping Services between CONUS and OCONUS locations, primarily supporting the U.S. Army Combat Capabilities Development Command - Chemical Biological Center at Aberdeen Proving Ground, Maryland. This procurement, conducted under FAR Subpart 12.6 and classified under NAICS Code 488510 (Freight Transportation Arrangement), is a Firm-Fixed Price (FFP) action evaluated under the Lowest Price Technically Acceptable (LPTA) source selection process described in FAR 15.101-2. The base contract period is five years, with a total possible duration, including options, not exceeding 66 months, extending to March 28, 2032. Task orders issued under this ID/IQ may last up to one year, with minimum order thresholds of $100 and a maximum single order limit of $500,000. Proposals must be submitted in two volumes: Volume I, the Technical Proposal, limited to five pages, and Volume II, the Price Proposal, which has no page limit. Technical proposals must demonstrate an acceptable approach to meeting all requirements in the IDIQ and Sample Task Order Performance Work Statement, including the capability to handle small parcels under one pound, large palletized shipments, oversized items exceeding 1,000 pounds, and hazardous materials such as industrial chemicals and radiological sources. Experience must be recent, verified within the past three years, and include demonstrable performance on similar CONUS/OCONUS shipments. Proposals are evaluated on a pass/fail basis for technical acceptability and experience; failure to meet either threshold disqualifies the offer from price consideration. Price evaluation will be conducted using FAR 15.404-1 techniques to ensure fairness and reasonableness. Proposals must be submitted by 10:00 AM Eastern Time on August 3, 2026, via email with the correct subject line, and must be in plain text with no logos, watermarks, or identifying graphics. Offerors must be registered in SAM and complete all applicable representations and certifications, including socioeconomic status, small business status, and compliance with federal laws such as Buy American, labor standards, equal opportunity, and combating trafficking in persons.
