GENERAL LEONARD WOOD ARMY COMMUNITY HOSPTIAL (GLWACH) CONSTRUCT HOSPITAL PARKING AND RENOVATE OPTICAL FABRICATION LABORATORY (OFL)

PURPOSE:

The U.S. Army Corps of Engineers (USACE), Kansas City District, is requesting market

intelligence information to identify qualified industry partners capable of supporting a potential Construction Manager at Risk (CMAR) Other Transaction (OT) Agreement under 10 U.S.C. § 2808a for the stated General Leonard Wood Community Hospital (GLWACH) project at Fort Leonard Wood, MO.

The Government is seeking industry feedback to better understand the commercial

market interest, market capabilities, market capacity and innovative business practices that may inform the acquisition strategy and structure of the potential OT Agreement.  This is not a Request for Qualifications. It does not constitute a commitment by the Government to award an agreement or reimburse respondents for costs associated with responding. Participation is voluntary.

PROJECT OVERVIEW and REQUIREMENTS:

Project Title: Hospital Parking Lot Construction and Optical Fabrication Laboratory (OFL) Renovation

Location: Fort Leonard Wood, Missouri

Agency: USACE, Kansas City District (NWK)

NAICS Code: 236220-Commerical and Industrial Building Construction

Planning and design activities are ongoing.  The project’s phased funding profile is listed below:

FY23: $31M (Expires September 30, 2027)

FY29: $35M (Anticipated)

The estimated magnitude for the entire overall effort is between $40 Million and $60M.

The new General Leonard Wood Army Community Hospital requires the construction of new hospital parking lots, the renovation of an Optical Fabrication Laboratory (OFL), site work and infrastructure to support the newly constructed GLWACH.

The parking lot construction includes site grading and drainage, vehicle circulation roads and parking, pedestrian sidewalks, landscaping (including the planting of trees), site lighting, wayfinding, and video surveillance. The contractor must always maintain 970 parking stalls during construction. The contractor must also ensure safe pedestrian access from the existing parking lots to the new hospital. A construction phasing plan and traffic management plan must be implemented to maintain a safe environment for hospital patrons and staff.

The OFL renovation includes the demolition and replacement of the west wall at the current mechanical, electrical, plumbing (MEP) room, removing all equipment inside the MEP and capping all roof penetrations. After demolition the MEP space will remain and become additional storage space for the OFL contract. A new ADA (American with Disabilities Act) compliant entrance vestibule be provided on the west side of the building where the old connection to the hospital was. The OFL also includes the renovation of a medical supply warehouse.  To meet life safety codes the optical fabrication lab (OFL) space on the lower level will receive a new egress corridor and lightning protection. The facility must remain fully operational during all deconstruction, demolition, and construction efforts.

The former General Leonard Army Community Hospital and infrastructure must be decommissioned, dismantled, demolished, and removed prior to the construction of the new parking lot. This work included the decommissioning of a hospital and clinic, a central utility plant, abatement of hazardous materials and environmental liabilities. All existing paving, utilities, and other site appurtenances, including a helipad,  must also be demolished and removed.  Approximately 60,000 to 70,000 cubic yards of excavated soil will need to be cut and transported from an adjacent location to the project site for fill.

POTENTIAL DELIVERY APPROACH:

The Government is evaluating execution of this project using a Construction Manager At Risk (CMAR) Other Transaction Agreement authorized under 10 U.S.C. § 2808a with USACE as the Designer of Record (DOR).

Using CMAR OT, the Government is particularly interested in commercial and collaborative practices to determine the following:

• Phasing and execution strategies to efficiently deliver the project
• Construction packaging and execution to optimize the given phased funding profile
• Early and continuous Government-industry collaboration;
• Collaborative design development and constructability;
• Contractor-Government open-book cost estimating and cost transparency;
• Collaborative project phasing and schedule certainty;
• Collaborative risk identification, mitigation and allocation;
• Innovation and alternative construction techniques;
• Overall cost, schedule, and mission outcomes.

INDUSTRY INFORMATION REQUESTED:

This request is the Government's primary mechanism for obtaining detailed market intelligence regarding industry interest, capability and capacity, relevant experience using CMAR, open-book pricing, and potential commercial practices.  The Government welcomes candid industry feedback and recommendations regarding the use the same or similar collaborative commercial practices, agreement terms, project phasing, risk sharing, governance, pricing approaches, and other considerations that could improve successful execution of this project using CMAR under 10 U.S.C. § 2808a.

Interested firms should complete and submit:

1. The attached Market Intelligence Questionnaire and
2. A summary of their interest and capabilities to perform all the work identified for this project. 

The summary interest and capabilities is not a formal Request for Qualifications, and the response should not exceed 10 pages in length.  The summary should also include the following information: 

1. The Company information (name, address, contact information, business structure)
2. Commercial and Government Entity (CAGE) code and/or Unique Entity Identifier (UEI) and
3. SAM.gov registration, if available.
