GMF Ripton Barracks Demo & Repairs

The U.S. Forest Service is seeking qualified small business contractors to perform demolition and repair services at Ripton Barracks on the Green Mountain National Forest under Solicitation Number 12445526Q0090, a sealed bid RFQ issued as a total small business set-aside under NAICS code 236220 with a size standard of $45 million. The scope of work includes asbestos abatement, interior demolition, siding and trim replacement, metal roofing installation, roof truss repairs, exterior painting, garage door replacement, caulking, and other miscellaneous building repairs, all to be conducted in accordance with the Statement of Work, Data Sheets, Repair Photos, Inspection Report, and other attachments. The project is estimated between $100,000 and $250,000, with performance required to begin within seven days of award and must be completed by December 15, 2026, within 60 days of the Notice to Proceed. All work must meet MPI specifications, OSHA standards, and applicable federal regulations, with materials protected from weather, moisture, and freezing conditions prior to and during installation. This is a Lowest Price Technically Acceptable procurement, where price is the dominant evaluation factor, and awards will be made to the responsible offeror whose quotation meets all technical requirements at the lowest price. Submissions must include a completed SF 1442, a fully populated Schedule of Items, a detailed Basis of Estimate, and a scanned Bid Guarantee, all submitted electronically via email to the Contracting Officer by 5:00 p.m. EDT on August 17, 2026. A mandatory site visit is scheduled for August 3, 2026, at 13 Silver Towers Road, Ripton, VT. The contract is firm fixed price and includes mandatory clauses addressing labor standards such as the Davis-Bacon Act, Buy American requirements, construction wage rate compliance, environmental protections, cybersecurity safeguards, anti-trafficking provisions, and payment by electronic funds transfer. Final acceptance will occur at the worksite, with inspection and approval solely the responsibility of the government through the Contracting Officer Matthew Killian and Contracting Officer’s Representative Katherine Defayette. Invoices must be submitted to the USDA-FS CSA EAST 13 office in Atlanta, Georgia, and contractors must maintain a valid SAM UEI number, with no CAGE code or socioeconomic certifications required at submission unless claimed.
