GOLDEN GATE SUSPENSION BRIDGE SEISMIC RETROFIT CONTRACT 1 NORTH AND SOUTH TOWERS AND NORTH AND SOUTH SIDE SPANS ENERGY DISSIPATION DEVICE INSPECTION SERVICES

The Golden Gate Bridge, Highway and Transportation District is soliciting a Professional Services Agreement under solicitation 2026-B-038 for energy dissipation device inspection services as part of the Golden Gate Suspension Bridge Seismic Retrofit Contract 1. The selected consultant will provide a Contract Manager and Stainless Steel Fabrication Shop Inspectors to perform quality assurance and fabrication inspections at a steel fabrication shop located in the Birmingham, Alabama area. Key responsibilities include reviewing welder qualifications, welding procedure specifications, and procedure qualification records, as well as performing non-destructive testing and implementing Quality Assurance Inspection Work Plans. Deliverables include weekly fabrication reports, material inspection reports for every shipment, and a comprehensive health and safety plan. The award process is based on a 100-point evaluation of the Statement of Qualifications and Proposal, focusing on firm qualifications and experience (40 points), team qualifications (30 points), and project understanding and approach (30 points). The top three ranked proposers will be interviewed before a final selection is made. The contract utilizes a cost-plus-fixed-fee payment structure, with a planned execution date of February 1, 2027, and a notice to proceed on February 16, 2027. Compliance requirements are extensive, including adherence to California Labor Code prevailing wages, DBE participation under 49 CFR Part 26, and various fair employment and non-discrimination certifications. Proposers must submit their SOQ&P by December 1, 2026, exclusively through electronic means.
