The U.S. Department of Energy's National Nuclear Security Administration (NNSA) Business Services Division plans to award a contract to GoldSim Technology Group LLC for the renewal of maintenance agreements on its proprietary software licenses, "GoldSim Pro." This sole-source acquisition is justified under FAR provisions allowing non-competitive procurement due to GoldSim being the only known provider of these renewals. The contract is pursued under simplified acquisition procedures applicable to commercial items, with the designated NAICS code 541511 and a business size standard of $25 million. The software is critical for the Nevada Site Office's Performance Assessment and Composite Analysis Compliance, and switching to alternative software would impose additional costs related to development, installation, and implementation. The contract action takes place in Las Vegas, NV, and the NNSA emphasizes that this notice of intent is not a solicitation for competitive proposals but rather part of the government's discretion to determine if competition is necessary. Respondents are informed that the government holds no obligation to award a contract and will not cover any costs associated with responding to this notice. Questions or comments regarding this procurement must be submitted via fax to the designated NNSA contract specialist by the specified deadline. The key contacts for this action include the contract specialist Curley M. Hall and contracting officer Reina T. Serino.
