Goleta Energy Storage Project Draft MND

The Goleta Energy Storage Project amendment involves the installation of up to 132 Tesla Powerpack 3 lithium-iron phosphate battery augmentation units at the existing 60 MW facility located at 6864 Cortona Drive, Goleta, California. These units are required to maintain long-term energy goals and satisfy power supply contract requirements for Southern California Edison. The augmentation units will be placed on existing concrete pads adjacent to the Tesla Megapack 2XL cabinets and integrated via low-voltage electrical systems. Each unit measures 3.5 feet wide, 5.9 feet deep, and 8.25 feet tall, and must match the existing Megapack color. The project is managed by the City of Goleta and was approved by the Planning Commission on August 25, 2025, following an environmental review by Environmental Science Associates. The analysis concluded that the additions would not have a more significant environmental effect than previously identified in the original IS/MND. Construction is expected to last a maximum of 120 days, divided into three to four phases of up to 30 days each, with units installed in installments of up to 40 at a time. The project has an estimated 20-year operational lifetime and must remain compliant with the City's Community Noise Equivalent Level threshold, with a requirement for noise reduction measures if post-installation surveys indicate exceedances.
