Goodfellow Chapel Catholic Music Director

This contract seeks a Women-Owned Small Business to provide a Catholic Music Director at Goodfellow Air Force Base in Texas to support liturgical services for the base’s Catholic faith community. The position requires musical direction for all rehearsals, weekend masses, Holy Days, and vigils, along with liturgical planning by season, budget development, choir direction, recruitment of musicians, cantorial duties, and performance at emergency services such as funerals. All music must adhere to the Catholic Church’s guidelines as outlined in De musica sacrae sacra liturgia. The requirement is structured as a Firm-Fixed-Price contract with a base period of 12 months starting August 10, 2026, and four optional one-year periods extending through August 2031, with the total performance period potentially reaching five years. Services are to be delivered exclusively at Building 430, Room 101, Goodfellow AFB, with inspection and acceptance occurring at the same location. The contractor must submit a technically compliant quote and capability statement not exceeding five pages, including a quote for the base and all four option years, prior service history in chapel or church settings, a valid Unique Entity Identifier from SAM, and confirmation of WAWF registration for electronic payments. The solicitation is a 100% Women-Owned Small Business set-aside with a small business size standard of $13 million, and only offerors with an active SAM registration at the time of award are eligible. Proposals must include certifications related to prohibited internal confidentiality agreements, safeguarding defense information, compliance with federal debarment rules, representation regarding business operations with the Maduro regime and Xinjiang Uyghur Autonomous Region, and exemption from Service Contract Labor Standards. Contractors must use the Wide Area Workflow system for invoicing and electronic fund transfer, adhering to specified DoDAAC routing codes for payment processing. All personnel will undergo a pre-placement assessment by the Catholic Chaplain or chapel staff involving dialogue, sheet music reading, and a musical demonstration.
