Goodfellow Chapel Catholic Music Director

This contract, identified as FA303026Q0020, seeks a Women-Owned Small Business to serve as the Catholic Music Director at Goodfellow Air Force Base in Texas, providing full musical leadership for liturgical celebrations including weekend,Holy Day, and Vigil services, as well as funerals and special events. The service is governed by the Catholic Church’s liturgical music guidelines and requires the contractor to develop seasonal liturgical plans, manage a music program budget, recruit and direct musicians, perform cantorial duties, and begin rehearsals four weeks in advance of services. All work must be performed on-site at Building 430, Room 101, Goodfellow AFB, with an initial performance period beginning August 10, 2026, and encompassing a base year and four one-year option periods extending through August 2031. The contract is structured as a Firm-Fixed-Price arrangement with a Lowest Price Technically Acceptable award methodology, meaning the contract will be awarded to the lowest-priced offeror who meets all mandatory technical requirements, including demonstrating prior experience delivering similar chapel or church music services. Proposals must be submitted in no more than five pages and include a detailed quote for the base and all option years, a capability statement with prior service history, a SAM Unique Entity Identifier, and confirmation of registration in Wide Area WorkFlow for electronic payments. The offeror must be an active, certified Women-Owned Small Business with a current SAM registration, and failure to maintain this registration at award time will disqualify the proposal. The contractor must also comply with numerous federal regulations, including personal identity verification, protection of defense information, prohibition on contracting with entities linked to sanctioned regimes, and adherence to WAWF invoicing procedures utilizing designated DoDAAC codes. Prior to engagement, the contractor will undergo a competency assessment by the Catholic Chaplain involving dialogue, sight-reading sheet music, and a musical performance. All payments must be processed electronically through WAWF, and the contractor is responsible for maintaining chapel facility standards in accordance with security and safety protocols.
